Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing and Commissioning of Microprocessor Based Intelligent Analog Addressable Fire Alarm System for the Bank's Main Office Building & Annex Building RBI Kolkata

In terms of E-Tender No. RBI/ Kolkata Regional Office/ Estate /20/ 25-26/ET/648 dated November 25, 2025 a pre-bid meeting was held at the Conference Room, Estate Department, 3rd floor, Reserve Bank of India, 15, N.S Road, Kolkata 700001 on December 03, 2025 at 15:30 Hrs. The meeting was attended by representatives of the prospective tenderer and following officials of the Bank

2. Following a brief introduction by the Bank regarding the e-tender, the queries of the participants were discussed in the meeting and the clarification issued are as given below:

Further, the event history upto last 10,000 events shall be preserved in the Network Control Station of the fire Alarm system.” 7.1 Fire Alarm Control Panel, Clause-11, Pg-90: “Event History: 5,000 Events in FACP and upto 10,000 in NCS”
2	Sr. No. 1 under Para 7.2.1.1 Multicriteria Detector: The intelligent multi criteria detector shall be capable of operation in heat-only or/and smoke only alarm mode, enabled by a special command from the main Fire Alarm panel	The clause is being amended and it shall be read as: “The intelligent multi criteria detector shall be capable of operation in heat or/and smoke alarm mode.”
3	Sr. No. 4 under Para 7.2.1.1 Multicriteria Detector: The detector shall be programmed to work as optical only or thermal only detector. It shall be have a provision to switch off any component (optical or thermal) of the detector.	The clause is being amended and it shall be read as: “The detector shall be programmed to work as optical or/and thermal detector.”
4	Sr. No. 11 under Para 7.2.1.1 Multicriteria Detector: “The Detectors shall communicate the ambient reading to the FACP on time-to- time basis, and the FACP shall make the decision about the current status of the detector, whether it is in fire/ pre alarm/ maintenance requirement etc.”	The clause is being amended and it shall be read as: “The Detectors shall communicate the chamber reading to the FACP on time-to- time basis, and the FACP shall make the decision about the current status of the detector, whether it is in fire/ pre alarm/ maintenance requirement etc.”
5	Sr. No. 12 under Para 7.2.1.1 Multicriteria Detector on page: The Detectors shall have at least 15 levels of sensitivity settings based on the application and room where it is installed	The clause is being amended and it shall be read as: “The Detectors shall have at least 7 levels of sensitivity settings based on the application and room where it is installed.”
6	Sr. No. 13 under Para 7.2.1.1 Multicriteria Detector: The Detectors shall have Intermediate Alarm Storage, Dual Detector Dependency, Dual group Dependency features that shall be programmed based on site application.	The clause is modified as under and shall be part of the FACP requirements: “The FACP shall be capable to program the Intermediate Alarm Storage, Dual Detector Dependency, Dual group Dependency features based on site application.”
7	Sr. No. 14 under Para 7.2.1.1 Multicriteria Detector: The Detectors shall be capable of detecting both smoldering fires and open fires.	The clause is being amended and it shall be read as: “The Detectors shall be capable of detecting smouldering fires.”
8	Strobe cum Alarm Hooters: Sr. No. 4: The Sounder with Strobe shall be placed in the 104 detection loop only and a separate loop or cables for sounders shall not be used.	The clause is being amended and it shall be read as: “The Sounder with Strobe shall be placed in the 104 detection loop only and a separate loop for sounders shall not be used.”
9	Strobe cum Alarm Hooters: Sr. No. 5 : The Sounder with Strobe shall have a sound pressure level of 80 db at 10 feet and the volume shall be adjusted from the Fire Alarm Panel. The strobe shall have a synchronized flash rate up to 1 Hz.	The clause is being amended and it shall be read as: “The Sounder with Strobe shall have a sound pressure level of 80 db at 10 feet and the volume shall be adjustable. The strobe shall have a synchronized flash rate up to 1 Hz.”

3. In reference to “PART II (unpriced Bid / Bill of Quantity)” of the Tender it is to clarify that, in addition to the 11 items mentioned in the unprice-bid, below mentioned item shall also be part of the Unprice-bid and Price-Bid.

Furthermore, the quantity of item no. 4: “Multi sensor detector” stands revised from 950 to 945.

4. Further, the participants were advised to go through the tender document and the tentative scope of work in entirety. They were also advised to register on the MSTC portal (Version 3) at the earliest in order to participate in the e-tender and contact MSTC personnel for any technical issues regarding registration, bidding etc. on the MSTC portal (https://mstcecommerce.com).

5. Above minutes shall be treated as a part of the tender. All other terms and conditions of the tender shall remain unchanged.
