The Pre-Bid Meeting for the captioned tender was held at Conference Room, Estate Department, RBI, New Delhi on December 18, 2024 at 11:00 hrs. The meeting was chaired by Shri Yogi Raj Sharma, GM, Estate Department. The following were present in the meeting:

The chairman welcomed the participating bidders and clarifications given to the bidders are as stated below:

Sl. No. 10 (B), 10 (C) and 10 (D) of Section VII

One helper is mentioned specifically for Electrical work. However, for both Carpentry and Plumbing work, only one helper is mentioned

 

Electrical work requires immediate attention and the helper also needs particular skills to handle the work.
However, citing the nature of work involved in carpentry/ plumbing, it can be managed by one person.

Sl. No. 1 (A) and 1 (B) of Section VII

No reliever has been mentioned for Carpentry and Plumbing work

 

Carpentry and Plumbing work have to be done for 6 days a week with weekly-off for one day. Since, no reliever is to be provided, no carpenter or plumber is required to attend the duties that day.

Sl. No. 11 of Section IV

(i) If any bidder quotes below Minimum Wages, will it be rejected?
 

 

(ii) In case two or more bidders quote the same rate, what criteria will be used to decide the final bidder?

 

‘Terms of Payment’ given in Section IV may be referred to, wherein it is explicitly stated that the payment of Minimum Wages, ESI & EPF are mandatory to all workers under this Contract.
Therefore, any bid quoted below Minimum Wages, will outrightly be rejected.

(ii) In case of two or more tenderers becoming lowest, i.e., quoting the same amount after the arithmetical check, an appropriate decision ( such as splitting the quantity, obtaining discount on already quoted amount in sealed envelope from such tenderers etc.) shall be taken for selecting the bidder with the approval of Competent Authority.

Sl. No. (b) of Section II

How will the revision in the AMC amount take place?

 

As stated at Sl. No. 1(e) of Section II of the tender document, increase or decrease in the contract amount shall be allowed on the basis of revised CLC rates by GOI
