Minutes of Pre-Bid Meeting

e-Tender No - RBI/Bhubaneshwar/Estate/9/2025-26/ET/221

1. Online Tenders by E-Tendering process are invited for the above work at Bank’s Residential Quarters (Nayapalli) at Bhubaneswar. The work is estimated to cost of ₹28.20 Lakhs and is to be completed within 12 weeks from the 14th day of issued of the work order.

2. All the Pre-Qualification papers shall be uploaded on MSTC site. Same will be downloaded after bid opening date for examination by the Bank.

3. The Earnest Money Deposit (EMD) in the form of DD/Irrevocable Bank Guarantee/proof of paid by NEFT shall be submitted in sealed cover addressed by name to Regional Director, Reserve Bank of India, Bhubaneswar so as to reach up to 2:00 PM on July 14, 2025, superscripted as “EMD for DSITC of 50 KWp roof top grid interactive solar power plant.

4. Online tenders will be allowed to view /download to all firms from 06.00 PM of June 24, 2025. The firms who do not comply with the following pre-qualification criteria and do not submit EMD will not be considered.

i. The intending tenderer must have minimum 5 years of experience in carrying out grid interactive solar power system installation works for office buildings/commercial premises The similar work* should have been undertaken on or before May 31, 2020

ii. The intending tenderer must and have executed successfully similar works*, during last five years ending on May 31, 2025, as under:

(a) Three works each costing not less than the amount equal to 40% of the estimated cost

(b) Two works each costing not less than the amount equal to 50% of the estimated cost

iii. Minimum yearly turnover of 100% of the estimated cost during last 3 financial years supported by audited financial statements.

iv. Should have service setup at Bhubaneswar or nearby city i.e Kolkata centre for rendering after sales service

*Similar Works means - works of Design, Supply, Installation, Testing and Commissioning of grid interactive SPV based Solar Power System.

5. The contractors shall upload the following information/documents on MSTC site to satisfy the Bank about their eligibility.

(a)

Composition of the firm

Full particulars (whether contractor is an individual, or a partnership firm, or a company etc.,) of the composition of the firm of contractors in details should be uploaded along with name(s) and address (es), of the partner's copy of the Articles of Association/ Power of Attorney/other relevant document. copy of Goods and Service Tax registration certificate.

(b)

Duration of experience

The bidder should submit documentary evidence as proof of minimum 5 years of experience of undertaking similar work/s and shall submit the documentary evidence in support of minimum experience of 5 years (i.e., the bidder should have undertaken similar work/s*prior to May 31, 2020) * viz. copies of detailed work order/s for qualifying works indicating date of award, contract amount, time given for completing the work, etc. and the corresponding completion certificate(s) indicating actual date of completion and actual value of executed similar work/s issued by the client(s) for works executed for government /public sector companies and copies of work order, work completion certificate along with Tax Deducted at Source (TDS) certificate(s) issued by the client(s) for works executed for private companies. The bidder should submit the details of the works undertaken during last 5 years along with the work orders, work completion certificate.

(c)

Work experience & Completion of similar works of specified value during the specified period

The bidder should have experience of successfully completed similar work/s * individually costing (a) Three works each costing not less than the amount equal to 40% of the estimated cost i.e. ₹11,28,000/- or (b) Two works each costing not less than the amount equal to 50% of the estimated cost i.e. ₹14,10,000/- or (c) One work costing not less than the amount equal to 80% of the estimated cost i.e. ₹22,56,000/- during last 5 years ending on May 31, 2025 and should submit Copies of detailed work order/s for qualifying works indicating date of award, contract amount, time given for completing the work, etc. and the corresponding completion certificate(s) indicating actual date of completion and actual value of executed similar work/s issued by the client(s) for works executed for government /public sector companies and copies of work order, work completion certificate along with Tax Deducted at Source (TDS) certificate(s) issued by the client(s) for works executed for private companies. Client certificate/s for each of the qualifying work as per the Format

(d)

Credit worthiness of the contractor and their turnover during the specified period

Copies of the Income Tax Clearance Certificates/Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of creditworthiness and turnover for last three years should be uploaded.

(e)

Details of bank accounts

Full particulars of bank accounts, such as account no. type, when opened etc., should be uploaded.

(f)

Name(s) and address(es) of the Clients and their present contact executives

Written information about the names and addresses of clients of the firm along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos. etc., of the contact executives (i.e., the persons who can be contacted at the office of clients by the Bank in case it is so needed) should be uploaded.

(g)

Details of completed works

The client-wise names of work(s), year(s) of execution of work(s), awarded and actual cost(s) of executed work(s), completion time stipulated in the contract(s) and actual time taken to complete the work(s), Name(s) and full contact-details of the officers/authorities/departments under whom the work(s) was/were executed should be uploaded.

(h)

Bankers Certificate

Banker’s certificate of amount equal to estimated cost of the work should be submitted as per Annexure-H should be submitted

6. In the event of intending tenderer’s failure to satisfy the Bank; the Bank reserves the right to refuse to participate in tendering process.

7. A pre-bid meeting (off-line mode) of the intending tenderers will be held on July 02, 2025 at 11:00 AM at Estate Department, Reserve Bank of India, Bhubaneswar. The duly filled in tender documents shall be uploaded on MSTC site till 2:00 PM on July 14, 2025.

8. (a) Tender forms can be downloaded for viewing from the website www.mstcecommerce.com/eprocn w.e.f. June 24, 2025 from 06.00 PM.

(b) EMD of ₹56,400/- (Rupees Fifty-Six thousand and four hundred only) in the form of Demand Draft favouring Reserve Bank of India payable at Bhubaneswar / NEFT as per details in Annexure-L or an irrevocable Bank Guarantee issued by a scheduled Bank in the Bank's standard proforma which is available in the tender form (Annexure-J)

After examination, if any of the tenderer is not found to possess the required eligibility, their tenders will not be accepted by the Bank for further processing.

9. Part I of the tenders will be opened on-line at 2:30 PM on July 14, 2025 in the presence of the authorized representative of the tenderers who choose to be present. Part-II (Price bid) shall be opened of the eligible tenderer on a subsequent date which will be intimated to the tenderers in advance.

10. The applicants/tenderers have to upload the following documents on MSTC portal:

The Proof of remittance of EMD of ₹56,400/-
Schedule of Technical Information - as per Annexure ‘A’.
Guaranteed Energy Generation – As per Annexure ‘B’
Format for undertaking Product & Maintenance Support – As per Annexure ‘C’
Undertaking regarding service after sales – As per Annexure ‘D’
Declaration of Country of Origin – As per Annexure ‘E’
Format for factory acceptance test – As per Annexure ‘F’
Client’s certificate – As per Annexure -‘G’
Banker’s certificate – As per Annexure- H
Format for power of attorney for signing of proposal – As per Annexure ‘I’
NEFT Details – As per Annexure ‘L’
List of Clients – As per Annexure ‘N’
Details of similar qualifying works- As per Annexure ‘O’
Undertaking – As per Annexure ‘P’

Note (Regarding client certificate):

In respect of Government Departments/Public sector Undertakings, the work certificates should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank.

In respect of Departments other than Government Departments/Public sector Undertakings, apart from the certificates mentioned above, the corresponding TDS certificates matching with the payments related to the work executed shall also be enclosed.

11. The Bank shall evaluate the said reports before opening of price bid of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender. The Bank is not bound to assign any reason for doing so.

12. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason there for.
