28 जनवरी 2019 भारतीय प्रत्यक्ष निवेश कंपनियों की विदेशी देनदारियों और परिसंपत्तियों की गणना
2017-18 - डेटा रिलीज आज, भारतीय रिजर्व बैंक ने उन भारतीय प्रत्यक्ष विदेशी निवेश की विदेशी देनदारियों और परिसंपत्तियों (एफएलए) पर वार्षिक गणना के 2017-18 के दौर के अनंतिम परिणाम जारी किए जिनके पास भारत में प्रत्यक्ष विदेशी निवेश (एफडीआई) और / या विदेशी प्रत्यक्ष निवेश (ओडीआई) के कारण होने वाली सीमा पार की देनदारियां और परिसंपत्तियां हैं। नवीनतम गणना दौर में प्रतिक्रिया देने वाली 23,065 कंपनियों में से, 20,732 कंपनियों ने अपने मार्च 2018 के तुलन पत्र में एफडीआई/ओडीआई दिखाया था। इनमें से, 15,104 कंपनियां पिछले गणना दौर में शामिल कंपनियां ही थी तथा 5628 कंपनियों ने पहली बार रिपोर्ट किया था, 1916 कंपनियां जिन्होंने पिछले दौर में रिपोर्ट किया था, उन्होंने इस नवीनतम दौर में रिपोर्ट नहीं किया। समग्र स्तर पर विदेशी इक्विटी सहभागिता बहुत अधिक थी क्योंकि 84 प्रतिशत कंपनियां जिन्हों आवक एफडीआई की रिपोर्ट की थी, वे विदेशी कंपनियों की सहायक संस्थाएं थी (अर्थात कुल इक्विटी के 50 प्रतिशत से अधिक धारण करने वाला एकल विदेशी निवेशक)। गणना से एफडीआई, ओडीआई और अन्य निवेश के कारण उत्पन्न भारतीय कंपनियों की विदेशी देनदारियों और परिसंपत्ति के बाजार मूल्य पर व्यापक जानकारी प्राप्त होती है। यह नोट करना महत्वपूर्ण है कि वर्ष के दौरान बकाया परिसंपत्ति/देनदारियों में परिवर्तन भुगतान संतुलन (बीओपी) में दर्ज प्रवाह से भिन्न होगा, क्योंकि बकाया परिसंपत्ति/देनदारियों में मूल्य और विनिमय दर में गतिविधि और अन्य बदलावों के कारण मूल्यांकन परिवर्तन भी शामिल होंगे। मुख्य निष्कर्ष :

लगभग 96 प्रतिशत प्रतिक्रिया देनेवाली कंपनियां सूचीबद्ध नहीं थी और सूचीबद्ध कंपनियों की तुलना में गैरसूचीबद्ध कंपनियों में एफडीआई इक्विटी पूंजी का हिस्सा अधिक था, ओडीआई कंपनियों की हिस्सेदारी तुलनात्मक रूप से कम थी (सारणी 1 और 2ए)।

कुल एफडीआई कंपनियों में से गैर-वित्तीय एफडीआई कंपनियां 95 प्रतिशत से अधिक थी और इन्होंने वित्तीय एफडीआई कंपनियों की तुलना में उच्चतर विदेशी इक्विटी सहभागिता रिपोर्ट की (सारणी 2बी)।

वर्ष 2017-18 के दौरान एफडीआई निवेश ₹ 4,333 बिलियन तक बढ़ गया जिसमें पिछले निवेशों का पुनर्मूल्यांकन शामिल है और यह मार्च 2018 में बाजार मूल्य पर ₹ 28,246 बिलियन तक पहुंच गया, जबकि दूसरी तरफ ओडीआई का बाजार मूल्य ₹ 252 बिलियन तक बढ़कर यह ₹ 5,280 बिलियन हो गया (सारणी 3)।

बाजार मूल्य पर जावक प्रत्यक्ष निवेश की तुलना में आवक निवेश का अनुपात पिछले वर्ष के 4.8 प्रतिशत से बढ़कर मार्च 2018 में 5.3 प्रतिशत हो गया। एफडीआई की इक्विटी सहभागिता 95 प्रतिशत और ओडीआई की 76 प्रतिशत रही।

एफडीआई कंपनियों की अन्य निवेश देनदारियों में काफी वृद्धि हुई, जिसका मुख्य कारण ट्रेड क्रेडिट में वृद्धि होना था (सारणी 4)।

मॉरीशस भारत में एफडीआई का सबसे बड़ा स्रोत बना रहा (बाजार मूल्य पर 19.7 प्रतिशत हिस्सेदारी) जिसके बाद यूएसए, यूके, सिंगापुर और जापान रहे। भारतीय कंपनियों द्वारा किए गए समुद्रपारीय निवेश में, सिंगापुर (बाजार मूल्य पर 17.5 प्रतिशत की हिस्सेदारी) प्रमुख देश रहा जिसके बाद नीदरलैंड, मॉरीशस और यूएसए रहे (सारणी 5 और 6)।

विनिर्माण क्षेत्र की प्रमुख हिस्सेदारी कुल एफडीआई में बाजार मूल्य पर थी, ‘सूचना और संचार सेवाएं’ तथा ‘वित्तीय और बीमा गतिविधियां’ एफडीआई के अन्य प्रमुख प्राप्तकर्ता क्षेत्र रहे (सारणी 7 और 8)।

भारत में विदेशी सहायक संस्थाओं की निर्यात सहित कुल बिक्री वर्ष 2017-18 के दौरान 11.8 प्रतिशत तक बढ़ी, आयात सहित खरीद की वृद्धि 18.2 प्रतिशत पर उच्चतर थी (सारणी 9ए और 9बी)।

भारत में विदेशी सहायक संस्थाओं की कुल बिक्री का 31 प्रतिशत निर्यात के रूप में था जबकि उनकी खरीद में आयात की हिस्सेदारी 38 प्रतिशत पर उच्चतर रही (सारणी 9सी और 9डी)।

भारतीय कंपनियों की समुद्रपारीय सहायक संस्थाओं के मामले में, वर्ष 2017-18 के दौरान निर्यात की हिस्सेदारी कुल बिक्री का 37 प्रतिशत रही जबकि आयात की हिस्सेदारी उनकी कुल खरीद की 63 प्रतिशत रही (सारणी 10ए और 10बी)।

भारतीय कंपनियों की समुद्रपारीय सहायक संस्थाओं के बिक्री की तुलना में खरीद अनुपात भारत में विदेशी सहायक संस्थाओं के मामले में 63.2 प्रतिशत की तुलना में 83.3 प्रतिशत रहा जो उनके गतिविधि संकेंद्रण क्षेत्रों और मूल्य संवर्धन पैटर्न में विचलन दर्शाता है (सारणी 10सी और 10डी)।
