Extension of Last Date of Submission Reserve Bank of India, Hyderabad invites e-Tender through MSTC for Design, Supply, Installation, Testing and Commissioning of dual view X-Ray Baggage Scanner Systems for Bank’s Main Office Building at Hyderabad. The e-Tender along with the detailed tender notice is also available at the e-Tendering portal of MSTC Ltd (https://www.mstcecommerce.com/eprocn) under the menu “Tenders”. 2. All interested and eligible companies/firms must register themselves with MSTC through the above-mentioned website to participate in the tendering process. 3. The schedule of e-Tender is as follows:
4. Eligibility Criteria: i. The tenderer should be Original Equipment Manufacturer (OEM) of dual view X-Ray Baggage Scanner System. ii. The tenderer should have minimum 5 years of experience in the field of undertaking similar works viz. SITC of X-Ray Baggage Scanner System for large office buildings / commercial Estate / industrial houses (as on May 31, 2024). iii. Executed successfully similar works (Supply, Installation, Testing and Commissioning of X-Ray Baggage Scanner System) on or after May 31, 2019 individually costing as under
a. Three works each costing not less than the amount equal to 40% of the estimated cost OR b. Two works each costing not less than the amount equal to 50% of the estimated cost OR c. One work costing not less than the amount equal to 80% of the estimated cost. iv. Tenderers should be an OEM for ten years for after sales support & spares support (Annexure-IV) and should have centralized 24X7 Complain lodging facility. v. Tenderers should submit copies of the detailed work order indicating scope and value of works and completion certificate for the qualifying works. Tenderers should also provide a list of completed works with all the details as per the (Annexure-IX) vi. Tenderers should have minimum yearly turnover of ₹29.00 lakh during last 3 financial years supported by audited financial statements. vii. Tenderers should furnish Banker’s Certificate issued by the Applicant's banker specifically for the purpose of the work, for an amount of ₹29.00 lakh (Annexure- X) viii. Tenderers should have a service set up in Hyderabad/Secunderabad for rendering after sales service. ix. Should have Certificate of Radiation issued by Atomic Energy Regulatory Board (AERB). 5. The contractors shall upload the following information/documents on MSTC site for examination by Bank to satisfy about tenderer’s eligibility:
a) Documents to prove eligibility as per eligibility criteria mentioned in clause no 3.1 of Section III, General Instructions to Tenderers and Special Conditions. b) Earnest Money Deposit in the form of NEFT / DD / Bank Guarantee (BG) issued by a scheduled Bank in India as per Proforma at Annexure V. c) Power of Attorney / authorization with the seal of the company / firm in the name of the person signing in the tender documents. d) The contractor shall furnish an undertaking as per the enclosed proforma (Annexure IV) that they will maintain the X-Ray Baggage Scanner Systems satisfactorily for a minimum period of 7 years from the date of expiry of the defect liability period. e) Complete technical details and any special features proposed for incorporation must be given for full technical evaluation. Supporting documents for the claimed facilities / features shall also be attached while submitting the technical bid. f) Technical Specifications shall be submitted with full information. g) Other Certificates / Declarations as per Annexures enclosed to be submitted. Note (Regarding client certificate): • In respect of Government Departments/Public sector Undertakings the work certificates should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank. • In respect of Departments other than Government Departments/Public sector Undertakings apart from the certificates mentioned above, the corresponding TDS certificates matching with the payments related to the work executed shall also be enclosed. 6. In the event of intending tenderer’s failure to satisfy the Bank with documentary evidence in support of their possessing required eligibility; the Bank reserves the right to refuse their participation in the tendering process. 7. A pre-bid meeting (off-line mode) of the intending tenderers will be held on July 16, 2024 at 11.00 AM at Estate Department, 1st Floor, Main Office Building, Reserve Bank of India, Hyderabad. All prospective tenderers are required to attend the pre-bid meeting to understand the scope/seek clarification, if any, regarding this tender. No deviation in Bank’s terms and conditions mentioned in the tender shall be accepted. The duly filled in tender documents shall be uploaded on MSTC site till 2:00 PM on July 29, 2024. 8. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender.
