The pre-bid meeting for the captioned work was held through WeBex at 02:00PM on January 22, 2025, as per the Notice Inviting Tender published in RBI website and MSTC Portal.

2. The Pre bid minutes are as under:

1	As the clarifications issued during the pre bid meeting will be uploaded on the website at 6.00 pm on January 24, 2025, after that bidders will need more time for preparation of documents. In view of this, we humbly request you to please extend the due date of tender submission by a few days from due date.	Page No -3 Bid Schedule	The tender submission date has been changed to 12:30 hrs on January 30, 2025.
2	We request you to reduce EMD amount from ₹75,00,000/- to ₹10,00,000/- for MSME Agency.	Page No -13 of RFP Earnest Money Deposit (EMD)	The Earnest Money Deposit (EMD) is exempted for Micro and Small Enterprises (MSEs) in all procurements of goods, services, and works contracts estimated to cost up to ₹10 lakh (inclusive of all taxes, duties, etc.). However, since the estimated cost exceeds ₹10 lakh, the exemption or reduction is not applicable.
3	Do the agencies have to submit on 24.1.25, a hard copy of the Technical Bid also or only the EMD along with Annexure A1 . Kindly clarify.	i. Page 3: Bid Schedule Item J ii. Page 6: Process of Tender iii. Page 13: Submission of bids	The Agencies need to submit the EMD on or before January 28, 2025. The hard copy of the supporting documents for the RFP may be submitted by January 30, 2025. (Date of submission of EMD has also been extended basis the extension of tender submission date).
4	Within how much period will the unsuccessful Bidder get their EMD back	Page 13: Earnest Money Deposit (EMD)	The Earnest Money Deposit (EMD) of unsuccessful tenderers shall be refunded within one month of the formation of the panel of agencies.
5	Should this Pact be given on a stamp paper along with the Bids or should this be given only after short listing or selection of the agency	Page 46: Annexure E	All interested bidders are required to submit the Pre-Integrity Pact on a stamp paper ₹100
6	Please clarify the requirements and format for this clause - USB giving details of the campaign	Page no. 33 Annex 4: Technical Evaluation Clause 9	USB containing the best 2 creative assignments carried out by the bidder in the last 3 years in the public sector or private companies need to be submitted
7	Please clarify if the presentation needs to be submitted along with the bid or presented separately.	Page no. 34 Evaluation of Presentation	An email will be sent to those bidders who qualify in the technical bid. They will be required to give a presentation on the date mentioned in the email.
8	Bidding in consortium is allowed for this tender	Page no 14: Bidding in consortium	Bidding in consortium is not allowed for this tender. Bids received from a consortium of bidders will be summarily rejected.

Please note:

i) This document (minutes of the Pre-Bid Meeting) shall form a part of the tender. Hence, it shall be signed and uploaded on MSTC along with the tender by the tenderers.

ii) Rest of the terms and conditions and specifications of the bid document shall continue to remain the same.

iii) The above amendments/ clarifications are issued for the information of all the intending bidders.
