Superintending Engineer (Vigilance) (Equivalent to Grade ‘D’) on Full-Time Contract Basis 1. Eligibility Criteria (as on December 01, 2024) a. Nationality: a candidate must be either: i. A citizen of India, or ii. A subject of Nepal, or iii. A subject of Bhutan, or iv. A Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or v. A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India Provided that a candidate belonging to any of the category at (ii), (iii), (iv) and (v) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination, but the offer of appointment may be given only after the necessary eligibility certificate is issued to him/her by the Government of India b. Age A candidate must have attained the age of 58 years and must not have attained the age of 62 years on December 01, 2024 i.e., he/she must have been born not earlier than December 02, 1962 and not later than December 01, 1966. c. Essential Qualification and Work Experience (as on December 01, 2024) Civil Engineers who have recently retired from Central/ State Government or Public Sector Undertakings, at a senior level. Desirable Qualification Eligible candidates having Information Technology (IT) background. Desirable Work Experience Eligible candidates having exposure in Information Technology (IT) works / projects. 2. Job Profile a) As Superintending Engineer (Vigilance) (S.E. (Vig.)), S.E. (Vig.) will administratively report to the Bank's Joint Chief Vigilance Officer. S.E. (Vig.) will be required to deal with cases including investigation of complaints in respect of Bank's construction projects and any other procurement related works from vigilance angle and examination of Chief Technical Examiner's reports. b) Conduct of CTEO (Chief Technical Examiners’ Organization) type inspection of the ongoing projects/ procurement related to all works and scrutiny of the compliances. b) Clarifications/ queries received by the Central Vigilance Cell in respect of contracts/ tenders, etc., as per CVC guidelines. c) Offering advice on preventive vigilance and strengthening of procurement/ tendering processes. d) S.E. (Vig.) will also be required to draft/vet show cause notices, charge-sheets, etc. (connected with the above work) for issuance to the officials against whom action is considered necessary. f) Any other work assigned from time to time by the Chief Vigilance Officer/ Joint Chief Vigilance Officer of the Bank. 3.Tenure of Contract Initial Tenure of one year, extendable, on yearly-basis, up to two more years subject to mutual agreement. The performance of the S.E. (Vig.) would be reviewed annually to decide on the continuance of the contract. 4. Notice Period for termination of Contract The contract will be terminable with a notice period of three months from either side. 5. Cost to Company (CTC)/Perks and other Benefits i. Monthly Emoluments The monthly compensation payable includes a consolidated remuneration of ₹3,57,200/- (applicable w.e.f. February 01, 2024) and housing cost of ₹90,000/- (applicable at Mumbai) subject to applicable taxes. However, the Bank, at its discretion, reserves the right to offer higher compensation to candidates with higher academic or professional qualification/ experience within the consolidated remuneration range of ₹3,57,200/- to ₹4,06,500/-. Monthly compensation may be appropriately subjected to annual increase on account of y-o-y inflation which will be made effective every year w.e.f. February 01 or as decided by the Bank from time to time. ii. Leave S.E. (Vig.) may avail 30 days of leave per calendar year subject to the administrative convenience of the Bank. Leave would be calculated pro-rata for any fractional period. Leave not availed during the year will not be permitted to be carried forward. Intervening holidays during the period of absence will be reckoned as leave. Any absence beyond the eligibility will be treated as leave without pay. Any leave shall be availed with the permission of the reporting authority. iii. Residential Accommodation During the period of contract appointment, the Bank will not provide any residential accommodation to the S.E. (Vig.). iv. Travelling and Halting Allowance Entitled to TA/ HA as admissible to a Grade ‘D’ officer of the Bank. v. Superannuation Benefits The S.E. (Vig.) is not eligible for any superannuation benefits. vi. Mobile Phone Facility During the period of contract appointment, mobile phone facility may be provided to the S.E. (Vig.) depending on the tenure and nature of the assignment, subject to the discretion of the Bank. However, S.E. (Vig.) may be provided with a mobile phone only once during the entire period of S.E. (Vig.)’s contract including extensions, if any. The eligibility for mobile handset and call charges would be as admissible to a Grade ‘D’ officer of the Bank. vii. Sodexo Coupons During the period of contract appointment, the S.E.(Vig.), subject to S.E. (Vig.)’s willingness, may be provided Sodexo card/ coupons on payment of full cost for availing the lounge facilities. viii. Place of Posting The place of posting will generally be in Mumbai and the prescribed compensation package includes the approximate market value of a suitable accommodation in Mumbai depending on the equivalent grade for which the recruitment is being made. However, the Bank at its discretion may choose to post the selected candidate in offices located in any of the centres in India. On posting to any other centre on long-term basis, the housing cost component of the compensation would be revised based on the approximate market value of a suitable accommodation in that centre of posting, as decided by the Bank. ix. Other Conditions/facilities a. Dispensary: The S.E. (Vig.) will be eligible for facility of the Dispensary at the office. b. Conduct, Discipline and Appeal: During the period of contract appointment, the S.E. (Vig.) will be governed by the provisions contained in the Scheme of Lateral Recruitment of Expertise in Specialized Work Areas, the ‘Code of Conduct’ for contract employees in the Bank and any other terms and conditions as decided by the Bank. c. Other Conditions: The S.E. (Vig.) shall upgrade its knowledge/ skills periodically and make necessary efforts to share knowledge/ skills among the Bank’s officials. 6. Scheme of Selection Selection will be through preliminary screening / shortlisting of the applications by a Screening Committee followed by verification of documents and an interview. The final decision for shortlisting the candidates for the interview/selection lies with the RBI Services Board. Candidates shortlisted for the interview will receive an invitation by e-mail. Their candidature will however, be subject to submission and verification of documents supporting their claims with regard to eligibility for age, category, qualification, experience, etc. 7. A recent photograph is to be pasted at the appropriate place on the application form and the application should be signed by the candidate. Incomplete and illegible applications will be summarily rejected. III. Self-attested copies of the following documents should be submitted along with the application: (a) Proof of age (copy of passing Secondary/High School/10th standard Certificate or Higher Secondary School /12th Standard Certificate mentioning the DoB). (b) Copy of Certificates and Marksheets in respect of educational qualifications acquired. (c) Appropriate document(s) in support of experience. (d) PwBD candidates should submit a latest disability certificate issued by a Competent Authority as prescribed vide The Rights of Persons with Disabilities Act, 2016 (RPwD Act, 2016). IV. II. Civil Engineers retired from the services of RBI are not eligible to apply for the captioned post. PwBD candidates should submit the latest disability certificate issued by a Competent Authority as prescribed vide the Rights of Persons with Disabilities Act, 2016 (RPwD Act, 2016).
