Minutes of Pre-Bid Meeting

A reference is invited to the tender ref no - RBI/Agartala/HRMD/1/25-26/ET/109 which was uploaded / floated under “Tenders” link of RBI website (www.rbi.org.in) and MSTC portal and also advertised in newspapers on May 20, 2025.

2. In the above context, reference is drawn towards Sl. No. 4 of Table 1 under Part – II Financial Bid of Section I of the tender document. It is hereby clarified that Service charges should be quoted more than or equal to 3.85% of Wages (including VDA) per day per person as mentioned in Sl. No. 1 of Table 2 of Financial Bid. Any bid below this percentage (3.85%) i.e. below Rs. 20.83 for Housekeeping and Office Attendants (unskilled) and below Rs. 29.26 for Electrician-cum-Office Attendant (skilled) will be rejected. It will remain same throughout the currency of the contract. (It is to be noted that MSTC portal may accept bids below 3.85%, but participants must quote above 3.85% to become eligible).

Note:
a. Service Charges shall include all such items /materials /accessories /Uniform/ equipment / insurance and any other charges as per Government rules/ items to be provided by the successful bidder to the staff deployed, more specifically mentioned in ‘Section G - Detailed scope of work’ of the tender document.
b. Only Minimum Wage will be increased/decreased based on Govt. of India notification on increase / decrease of VDA.
c. ESI & Bonus shall be discontinued whenever the wage (Basic + VDA) of the employee crosses the maximum limit.
d. To promote genuineness, the bidders are advised to determine the service charge (Item No.4 of financial bid) considering all parameters.

3. All other terms and conditions mentioned in the tender remain unchanged.
