Engaging Contractors for Transport and Delivery of Coins

The Regional Director, Reserve Bank of India, Hyderabad invites sealed tenders from reputed and experienced Transport and Labour contractors (with atleast three years experience) for supply of Labour and Container Trucks (with metal body of sufficient thickness and tamper proof locking arrangements) for transportation and delivery of coins from RBI Office, Hyderabad to Currency Chests at various locations in the State of Andhra Pradesh and vice versa as also to RBI Offices in other States and vice versa and from/to other places as may be required by the Bank. The period of contract will be initially for a period of one year and may be renewed for further two years on satisfactory performance.

2. Tender form(s) along with other general instructions can be obtained from the Remittance Section, Issue Department, Reserve Bank of India, Hyderabad-500 004 on any working day, during the period from August 8, 2013 (Thursday) to August 16, 2013 (Friday) between 10.00 AM and 2.30 PM or may be downloaded from RBI website (www.rbi.org.in).

3. Only as a matter of illustration, the bidders may note that in 2012-13, 597 million pieces of coins worth `157.62 crore were transported by road over approximate aggregate distance of 405197 Kms. The work was carried out through the means of 711 trucks and the contractor had furnished bank guarantee of `3.00 crore. The quantum of work for 2013-14 is likely to be higher and the bank guarantee of `5.00 crore will have to be furnished.

4. In order to avoid complete reliance on one contractor and pave the way for smooth and timely supply of coins to/by the Regional Offices, the work will be distributed based on kilometers covered during the year. The division of work will be as under:

  1. In the event of there being more than one L1 bidder, the entire work will be equally distributed ((50:50), (33.33:33.33:33.33)) etc. among the L1 bidders.
  2. Otherwise, the entire work will split between L1 and L2 in the ratio of 60:40 (approx) subject to the L2 bidder agreeing to accept the rates offered and accepted by L1 bidder. This is without any prejudice to the supply capacity of L1 bidder and is only meant to reduce complete reliance on one contractor.
  3. In case L2 bidder is not agreeable to match L1 rate then L3, L4, … etc. bidders in that order shall be given opportunity to match L1 rate for awarding the balance 40% of work.
  4. If L2, L3, L4 etc are not agreeable to match the offered rate of L1, then the balance estimated work (40%) will also be awarded to L1 bidder.

5. Each contractor shall provide at least 10 trucks as per specifications given elsewhere in this document. The trucks shall be exclusively used for transport of coins.

6. Intending contractor may submit their tenders in two parts so as to reach the Bank not later than 3.00 PM on August 30, 2013.

  1. Part I of the tender should contain (i) the credentials of the Tenderer in the prescribed format (ii) the acceptance of the terms and conditions of the contract and (iii) the Earnest Money deposit of `25000/-.
  2. Part II of the tender should contain the financial bid for different items of work listed in the attached schedule. Part II, comprising price bid/financial bid, of only those bidders shall be opened who satisfy the eligibility criteria stated in the tender notice.

7. The contractor/s has/have to bear the expenses relating to Toll Tax (to and fro), vehicle tax, service tax, drivers’ salary. They should have all India Permit for the vehicles, obtain necessary vehicle fitness certificate from the appropriate authority, take vehicle insurance, consignment insurance, labour and driver insurance. No halting charges will be paid by the Bank.

8. Each Part of the tender should be submitted in a separate sealed cover superscribed with the words “Tender for engaging contractors for transport and delivery of coins-Part I or Part II (as the case may be)”, addressed to Regional Director, Reserve Bank of India, Hyderabad-500 004 and the covers may be dropped in the box kept for the purpose in the Issue Department, 2nd Floor, RBI, Hyderabad before the stipulated deadline above. No tender will be accepted thereafter under any circumstances.

9. Bank reserves the right to accept or reject any or all tenders without assigning any reasons whatsoever.
