Supply, Installation, Testing & commissioning of 50 KVA Diesel Generator Set with Control Panel and Acoustic Enclosure at Bank’s Staff Quarters Baramunda (SQBM) at Bhubaneswar
1. Online Tenders by e-Tendering process are invited through MSTC website for the above work at Bank’s Staff Quarters Baramunda (SQBM) at Bhubaneswar. The work is estimated to cost of ₹9.05 Lakhs including GST and is to be completed within 60 days. 2. All the documents shall be uploaded on MSTC web site. 3. The Earnest Money Deposit (EMD) in the form of DD or paid by NEFT shall be submitted in sealed cover addressed by name to the Regional Director, Reserve Bank of India, superscripted as “EMD for Supply, Installation, Testing & commissioning of 50 KVA Diesel Generator Set with Control Panel and Acoustic Enclosure, Bank’s Staff Quarters Baramunda (SQBM) at Bhubaneswar. 4. The firms which do not comply with the following pre-qualification criteria and do not submit EMD will not be considered for opening of their tender. However, the Micro and Small Enterprises (MSEs) having Udyam Registration Number (Udyog Aadhar Memorandum Number), irrespective of the category, shall be exempted from the requirement of submission of Earnest Money Deposit at the time of bidding. The MSEs seeking exemption from submission of EMD must upload Udyam Registration Number (Udyog Aadhar Memorandum Number) along with Part-I of the tender, failing which bid will be rejected. A. The tenderer must be either an Original Equipment Manufacturer (OEM) of the offered DG set or must be an Authorised dealer / representative of the OEM of the offered DG set. Necessary documents in support of the above shall be submitted along with tender Part-I. The tenderer shall submit the applicable document as Annexure XI/XII B. Experience prior to five years: - The tenderer must have experience of minimum 5 years in the field of undertaking the work of Supply, Installation, Testing, and Commissioning of DG Set on or before April 30, 2020. C. Qualifying Works:-The tenderer must have successfully executed “similar works” during last five years ending on April 30, 2025 individually costing as under: (a) Three works each costing not less than 40% of estimated cost. OR (b) Two works each costing not less than 50% of estimated cost. OR (c) One work costing not less than 80% of estimated cost. Note: Similar work means ‘Supply, Installation, Testing and Commissioning of DG Set (50KVA or higher rating) and associated works for the office buildings/commercial premises/industrial houses. (For establishing the above, the tenderer should submit copy/ies of work order/s for such similar work/s, and also copy/ies of the respective completion certificate/s and TDS certificate in case of private firm) AND D. Have a minimum yearly turnover of 100% of estimated cost during the last 3 years supported by audited financial statements. AND E. Have a service set up in Bhubaneswar for rendering after sales service. 5. The contractors shall upload the following information/documents on MSTC website to satisfy the Bank about their eligibility
6. In the event of intending tenderer’s failure to satisfy the Bank; the Bank reserves the right to refuse to participate in tendering process 7. A pre-bid meeting (off-line mode) of the intending tenderers will be held at Estate Department, Reserve Bank of India, Bhubaneswar at 11.00 am on June 26, 2025. 8. Tender documents will be available at MSTC website i.e., www.mstcecommerce.com/eprocn on May 30, 2025, from 18:00 hrs. This e-Tender needs to be mandatorily filled up / online submission through MSTC website. Deadline for filing up and submitting the e-Tender is by 14:00 hrs. on July 10, 2025. Part I of the e-Tender will be opened at 14:30 hrs. on July 10, 2025. Detailed guidelines on submission of the e-Tender by the firms have been mentioned in the Schedule of Tender (SOT). After scrutiny of part I of the e-Tender document along with the supporting documents, if any of the firms not found to possess the required eligibility, their e-Tenders will not be accepted by the Bank for further processing. 9. Tender documents in prescribed form shall be uploaded on MSTC website. Part- I of the tender will contain the Bank's standard technical and commercial conditions for the proposed work and Tenderers' covering letter. However, an EMD of ₹18,100/- in the form of NEFT transfer (The bank details for NEFT are A/c Name: Reserve Bank of India, Bhubaneshwar; A/c Number: 186004001; IFSC Code: RBIS0BBPA01 (Please read 5th and 10th character of IFSC Code as “Zero”), or a demand draft favoring Reserve Bank of India payable at Bhubaneswar, needs to be submitted in person to Reserve Bank of India, Estate Department, Bhubaneshwar – 751001, before 14:00 hrs. on July 10, 2025. Demand draft should be submitted in sealed cover super scribed “EMD for E-Tender for “Supply, Installation, Testing & commissioning of 50 KVA Diesel Generator Set with Control Panel and Acoustic Enclosure at Bank’s Staff Quarters Baramunda (SQBM) at Bhubaneswar”. 10. The applicants/tenderers have to submit/upload

The client's certificate shall be accepted only when the same is signed by an official of the rank of Executive engineer/Superintendent Engineer or equivalent in respect of a Government/Semi Government organization or a PSU and only when they are supported by adequate proof of payment received by the contractor for the work done by him. The client's certificate issued by the private organizations shall also accompany Tax Deducted at Source (TDS) certificates. Applications/tenders uploaded without the above certificates may be rejected. The Bank shall have the right to independently verify these certificates. 12. The Bank shall evaluate the said reports before opening of price bid of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender. The Bank is not bound to assign any reason for doing so. 13. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender.
