Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing and Commissioning (DSITC) of Server Gateway Architecture based IP PABX system at Reserve Bank Staff College, Chennai

A pre-bid meeting was conducted on the scheduled date and time at 11:00 a.m. on November 20, 2025 with respect to the captioned e-Tender No. RBI/RBSC/HRMD/25-26/ET/615 at the Reserve Bank Staff College, Chennai.

3. The queries raised by the firm representatives and clarifications offered during the pre-bid meeting are given below:

Clarification for the queries raised by the representatives

a	Whether weightage is given for “Make in India” products.	All “Make in India” products which are fulfilling the tender specifications are eligible for participation. However, no separate weightage is given to any make.
b	Whether a Float cum Boost Charger (FCBC)is required?	Yes. Float cum Boost Charger (FCBC) with 4 hours of battery backup has to be provided as per tender conditions. Alternatively, suitable sized UPS may be provided with 4 hours battery backup.
c	Whether both SIP and PRI inputs to be provided or only SIP is enough.	Only SIP based (30 channel) and other technical parameters mentioned in the tender has to be provided.
d	Whether VPN router / Modem has to be provided?	Please refer to BOQ at page No.80 of Section XII and the same to be provided.
e	FXO/FXS is allowed or not?	Not allowed. Please refer to Page No.66 of Section 7.3.1 of the tender.
f	Makes of IP server gateway / POE switches of different makes than the tender approved makes are allowed or not?	Makes of IP server gateway /POE switches mentioned in tender only are allowed.
g	Whether Analog Junction Card – 24 Port to be provided?	Please refer to BOQ Pg.no. 80 and same to be provided.
h	Validity of TEC certificate.	Valid TEC Certificate stating that the IP PABX works on Server Gateway architecture and supports IPV6 to be provided by Vendor.
i	Maintenance console /PC computer to be provided by vendor?	PC to be provided by the Vendor as per the tender Technical Specifications.
j	Whether i3 processor can be provided for Server?	Please refer to technical specification page No.65 of Section 7.3.1 of the tender. The Server processor shall be either Quad Core Intel Xeon or higher version.
