Recruitment for one post of Director in Grade ‘F’ for Data Sciences Lab

Applications are invited from Indian nationals for the following post in Reserve Bank of India (RBI/Bank).

Reservation for SC/ST/OBC and EWS categories: The post is not reserved for the SC/ST/OBC/EWS category. However, SC/ST/OBC/EWS category candidates may apply as General candidates without being eligible for any concession / relaxation.

Reservation for PwBD: There is no reservation for Persons with Benchmark Disabilities (PwBD). However, PwBD candidates are allowed to apply as General candidates without any concession, subject to their suitability to the post subject to the posts having been identified suitable for such disabilities, as mentioned in the following paragraphs, without any concession. The Bank has identified the posts suitable for each category of PwBD along with the Physical Requirements and Functional Classifications. The categories of PwBD candidates who are eligible to apply for the post is given in Annex 1. PwBD candidates should possess a latest disability certificate issued by a Competent Authority as prescribed vide The Rights of Persons with Disabilities Act, 2016 (RPWD Act, 2016). Such certificate shall be subject to verification/re-verification as may be decided by the Board/ competent authority.

1. Director- Grade ‘F’ in the Data Sciences Lab

I. Eligibility Criteria:

(a) Age (as on 01/05/2019): Age of the candidate should not be more than 57 years.

(b) Educational Qualification (as on 01/05/2019):

Minimum: Doctorate degree (PhD) on topics of Statistics, Econometrics, Computer Science, Mathematics, Mathematical Statistics, Data Science and Big Data, Finance or Economics from an Indian University recognized by Government bodies/ AICTE or a similar Foreign University /Institute.

Desirable: Full-time diploma in the area of Data Science, Data Analytics or Data Statistics from an Indian University recognized by Government bodies / AICTE or a similar Foreign University / Institute.

(c) Experience (As on 01/05/2019): At least fifteen years of experience in the area of Data Analytics, Data Science or Statistics/ Econometrics in commercial banks/ large financial companies / financial services organizations / large IT services companies with financial domain including five years of managerial or supervisory experience as Director or fifteen years of experience in Academics and Research in a reputed University in the areas of Finance, Banking or Monetary Policy which may inter-alia include:

  • Experience in integrating a variety of data sources, methods and applications.

  • Experience in implementing a range of statistical or machine learning methods from basic descriptive statistics, hypothesis testing and feature transformation to complex dimension reduction, supervised or unsupervised learning, and model turning and validation.

  • Proficiency in python or R, SQL and distributed computing systems such as Hadoop and related tools.

  • Experience of various statistical and forecasting methodologies such as regression analysis (linear and non-linear), cluster analysis, CHAID, time series, survival models

  • Experience in using data visualization tools (Qlik and Tableau).

Staff candidates with the prescribed qualification currently working as Chief General Manager are eligible to apply. General Managers with the prescribed qualification and three years of experience in the grade are also eligible to apply.

The selected candidate (including staff candidate) would have to submit a discharge /unconditional relieving letter from the present employer at the time of appointment in RBI.

Candidates who had already applied in response to our advertisement no. 1A / 2018-19 and 3B/ 2018-19 dated July 13, 2018 and September 19, 2018, respectively for the above position can apply again.

II. Nature and Period of Appointment

Candidates will have the option to choose between Regular Appointment (on permanent basis) on Pay scales of the Bank or on Contract Appointment on Cost to Company (CTC) basis.

(a) Regular appointment (on permanent basis) on Pay Scales of the Bank

  1. The current monthly pay scale of officer in Grade F is as under: ₹ 101900-3000(4)-113900 (5 years). Pay will be initially fixed at the minimum of pay scale.

  2. The selected candidate will be eligible for all the perquisites as available to the post of officer in Grade F.

  3. The selected candidate will be eligible for superannuation benefits as per applicable rules.

  4. The candidate will be governed by RBI Staff Regulations, 1948.

  5. Initial appointment will be on probation for a period of one year. At Bank’s discretion, the probationary period may be extended by one year, if necessary.

(b) Contract Appointment on Cost to Company (CTC) basis:

  1. The selected candidate will be offered a compensation package on CTC basis. The initial compensation would vary between minimum and midpoint of the scale depending upon the suitability of the candidate. The compensation range for officers in Gr ‘F’ is currently ₹ 4.85 lakh- ₹ 5.05 Lakh per month subject to tax (without housing). The cost of housing as applicable would be recovered in case the candidate is provided housing by the Bank. Contract Appointee will be eligible for annual increase in compensation corresponding to y-o-y inflation (CPI new series)

  2. Besides the advertised remuneration, the Lounge and Dispensary facilities at the Office will be allowed. The contract appointee will be entitled to TA/ HA as admissible to the officers in the Bank of equivalent grade for official tours undertaken by him/ her outside the headquarters.

  3. The appointee will be governed by the ‘Code of Conduct’.

  4. Appointment will be on full-time contract basis initially for a period of three years, extendable up to a maximum of 5 years subject to review. The contract shall be terminable on either side by giving notice period of one month.

III. Broad Duties of the Director of Data Sciences Lab

  1. Building and leading a Data Sciences team with an optimal mix of individuals which may include data analysts, statisticians, econometricians, mathematicians, business analysts, data engineers, data scientists, data visualizers, finance and economics graduates, etc. with varied skill sets as well as officers from the Bank with experience in the area of regulation and supervision, financial markets and financial stability, monetary policy and research etc.

  2. Installing and managing a robust data infrastructure to support the Data Sciences Lab.

  3. Data Management and Validation : Handle both structured and unstructured data using Hadoop or similar technologies; identify relevant and available data from internal and external sources; join, explore and examine data from multiple disparate sources and formats; integrate and process data with distributed systems; process large volumes of unstructured or formless data and bring it into a form in which it can be analyzed and deal with data imperfections such as missing values, outliers, inconsistent formatting, etc.; design and manage data quality and validation using automation and best practices.

  4. Using the latest techniques in Big Data, Machine Learning and related fields, and exploiting novel datasets, to answer questions of importance in, inter alia, macroeconomic, finance, banking and related topics of interest to Reserve Bank.

  5. Use of data analytical tools with the support of statistical theories and techniques commonly used in forecasting and optimization models and provide inputs to the Top Management / departments for decision making related to policy formulation.

  6. To employ relevant data and apply the right filters for improving forecasting, nowcasting, surveillance and early-warning detection abilities in the Bank so as to aid policy formulation in critical areas such as inflation management, currency management, debt management, reserves management, banking regulation and supervision, financial inclusion, financial market intelligence and analysis, and overall financial stability.

  7. Develop innovative and progressive analytics strategies and tools to provide solutions to specific analytic problems and support specific research objectives as per requirement and need of Top Management.

  8. Liaising with various departments at the Reserve Bank to understand their specific research interests and questions that are appropriate for Data Sciences Lab, provide solutions and answers in a partnership with these departments, and disseminate research findings when of public interest.

IV. Place of posting: Mumbai. The Bank reserves the right to change the place of posting.

V. Selection Procedure: Selection will be through interview only. If necessary, a preliminary screening of the applications will be carried out for making a short-list of eligible candidates to be called for the interview. Hence, merely fulfilling the minimum requirements laid down for the post would not automatically entitle any candidate for interview.

Applicant must also submit a write up (500 words, Font: Arial 12) on his / her vision to set up the Data Science Lab in Reserve Bank of India. The candidate may also separately submit a brief statement justifying his / her suitability for the leadership position, which may cover specific examples from own work experience / contributions given the stated broad duties assigned to the position.

VI. Reserve List: RBISB may maintain a ‘Reserve List’ of one candidate of General category for the post, to take care of the drop-out, if any, at the time of actual appointment.

2. How to Apply:

I. The candidates applying for the post must submit the following:

  1. An Application (as per Annex 2)

  2. A write up (500 words, Font: Arial 12) on his / her vision to set up the Data Science Lab in Reserve Bank of India.

  3. A brief statement justifying his / her suitability for the leadership position, which may cover specific examples from own work experience / contributions given the stated broad duties assigned to the position.

  4. Proof of age (copy of passing Secondary/High School/10th standard Certificate or Higher Secondary School /12th Standard Certificate mentioning the DoB).

  5. Copy of Degree, Diploma, Certificates along with Mark sheets in respect of qualifications acquired.

  6. Appropriate document(s) in support of experience.

  7. PwBD candidates should possess a latest disability certificate issued by a Competent Authority as prescribed vide The Rights of Persons with Disabilities Act, 2016 (RPWD Act, 2016).

II. The filled in application and all other documents should be sent by post /courier to “The General Manager, Reserve Bank of India Services Board, 3rd Floor, RBI Building, Opp. Mumbai Central Railway Station (East), Byculla, Mumbai - 400008” in the prescribed format. The cover containing the application should be super scribed as i.e. ‘APPLICATION FOR THE POST OF DIRECTOR IN GRADE ‘F’ IN THE DATA SCIENCES LAB-2019”.

III. Also a scanned copy of the application duly signed (as per Annex 2) must be mailed. The Post / Courier AND email copy of the application must reach on or before 17:00hrs (IST) on May 24, 2019.

IV. Please Note to affix your latest Photograph on the application and sign across it.

3. General Rules/ Instructions:

  1. Candidate should apply strictly as per format in Annex 2.

  2. Candidates should enclose self-attested copies of the relevant certificate/s (in support of age, educational qualification) and appropriate documents in support of the experience, with the application. Their candidature will be considered on the strength of the information declared in the application and the copies of certificates/ documents submitted therewith. If at any stage it is found that any information furnished in the application is false/incorrect or if according to the Board, the candidate does not satisfy the eligibility criteria, his/her candidature/appointment is liable to be cancelled/terminated.

  3. Candidates called for interview, will be reimbursed to and fro actual Economy Class air fare by the shortest route from the place of their residence/place of work to the place of interview whichever is nearer.

  4. Canvassing in any form will lead to immediate disqualification.

  5. In all matters regarding eligibility, conduct of interviews, assessment, prescribing minimum qualifying standards in interview, in relation to number of vacancies and communication of result, the Board’s decision shall be final and binding on the candidates and no correspondence shall be entertained in this regard.

  6. Candidates already in service of RBI/Govt./Quasi-Govt. organizations, Public Sector Banks/Undertakings, Government owned industrial undertakings or other similar organizations, whether in a permanent or temporary capacity are required to submit an undertaking in the Application Form that they have informed in writing to their Head of Office/Department that they have applied for the Post. Candidates should note that in case a communication is received from their employer by the Board withholding permission to the candidates applying for/appearing at the interview, their application will be liable to be rejected/candidature will be liable to be cancelled. The recommended candidate has to produce discharge certificate from the employer at the time of appointment in RBI.

  7. Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated at Mumbai only.
