The Reserve  Bank of India issued Directions to The Anjangaon Surji Nagari Sahakari Bank Ltd., Amravati, Maharashtra under Section 35A read with Section 56 of the Banking  Regulation Act, 1949 vide Directive No.CO.DOS.SED.No.S2698/12-07-005/2022-2023  dated July 27, 2022, for a period of six months up to the close of business on  January 28, 2023, as modified from time to time, which were last extended up to  the close of business on July 28, 2024 vide Directive DOR.MON.D-10/12.22.603/2024-25  dated April 24, 2024.

Regulatory Sandbox – Fifth Cohort (Theme Neutral) – Test Phase

The Reserve Bank had announced opening of the Fifth Cohort (Theme Neutral) under Regulatory Sandbox vide Press release dated October 27, 2023. 2. The Reserve Bank received twenty-two applications of which five have been selected for the ‘Test Phase’. The entities, as per details below, shall commence testing of their solutions from August 2024:

RBI issues Prompt Corrective Action (PCA) Framework for Primary (Urban) Co-operative Banks

The Reserve Bank of India today issued a Prompt Corrective Action (PCA) Framework for Primary (Urban) Co-operative Banks (UCBs). The provisions of the PCA Framework will be effective from April 1, 2025. Background The Reserve Bank had issued a Supervisory Action Framework (SAF) as an early intervention tool for bringing about desired improvements in weak UCBs and UCBs which are experiencing financial stress. The SAF was last revised vide RBI Circular dated January 6, 20201 . This PCA framework shall replace the SAF. 

The Reserve Bank of India today issued a Prompt Corrective Action (PCA) Framework for Primary (Urban) Co-operative Banks (UCBs). RBI – Digital Payments Index for March 2024

The Reserve Bank of India (RBI) has been publishing a composite Reserve Bank of India – Digital Payments Index (RBI-DPI) since January 1, 2021 with March 2018 as base to capture the extent of digitisation of payments across the country. The Reserve Bank of India today released the draft circular on ‘Basel III Framework on Liquidity Standards – Liquidity Coverage Ratio (LCR) – Review of Haircuts on High Quality Liquid Assets (HQLA) and Run-off Rates on Certain Categories of Deposits’. Comments on the draft circular are invited from banks and other stakeholders by August 31, 2024. RBI imposes monetary penalty on Jilla Sahakari Kendriya Bank Maryadit, Khargone, Madhya Pradesh

The Reserve Bank of India (RBl) has, by an order dated July 19, 2024, imposed a monetary penalty of ₹1.00 lakh (Rupees One lakh only) on Jilla Sahakari Kendriya Bank Maryadit, Khargone, Madhya Pradesh (the bank), for contravention of the provisions of section 26A read with section 56 of the Banking Regulation Act, 1949 (BR Act). This penalty has been imposed in exercise of powers vested in RBI, conferred under section 47A(1)(c) read with section 46(4)(i) and section 56 of the BR Act.

RBI imposes monetary penalty on Jharkhand State Co-operative Bank Ltd, Ranchi

The Reserve Bank of India (RBI) has, by an order dated July 22, 2024, imposed a monetary penalty of ₹1.00 lakh (Rupees One lakh only) on Jharkhand State Co-operative Bank Ltd, Ranchi (the bank) for non-compliance with certain directions issued by RBI on ‘Know your Customer (KYC) norms’. This penalty has been imposed in exercise of powers vested in RBI, conferred under the provisions of section 47A(1)(c) read with sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.

On a review of the current and evolving liquidity conditions, it has been decided to conduct a Variable Rate Reverse Repo (VRRR) auction on July 26, 2024, Friday, as under: Sl. No. Notified Amount (₹ crore) Tenor (day) Window Timing Date of Reversal 1 1,50,000 14 10:30 AM to 11:00 AM August 09, 2024 (Friday) 2. The operational guidelines for the auction as given in the Reserve Bank’s Press Release 2019-2020/1947 dated February 13, 2020 will remain the same.

RBI cancels the licence of The Mahabhairab Cooperative Urban Bank Ltd., Tezpur, Assam

The Reserve Bank of India (RBI), vide order dated July 23, 2024, has cancelled the licence of “The Mahabhairab Cooperative Urban Bank Ltd., Tezpur, Assam”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on July 24, 2024. The Registrar of Cooperative Societies, Assam has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

The Reserve Bank of India (RBI), vide order dated July 23, 2024, has cancelled the licence of “The Mahabhairab Cooperative Urban Bank Ltd., Tezpur, Assam”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on July 24, 2024. Eight NBFCs surrender their Certificate of Registration to RBI

RBI imposes monetary penalty on The Yashwant Co-operative Bank Limited, Satara, Maharashtra

The Reserve Bank of India (RBI) has, by an order dated July 16, 2024, imposed a monetary penalty of ₹5.00 lakh (Rupees Five lakh only) on The Yashwant Co-operative Bank Limited, Satara, Maharashtra (the bank) for contravention of the provisions of section 26 A read with section 56 of the Banking Regulation Act, 1949 (BR Act) and non-compliance with certain directions issued by RBI on ‘Income Recognition, Asset Classification, Provisioning and Other Related Matters- UCBs’, ‘Exposure Norms and Statutory / Other Restrictions - UCBs’, ‘Know Your Customer (KYC) norms’ and ‘Maintenance of Deposit Accounts –Primary (Urban) Co-operative Banks’. This penalty has been imposed in exercise of powers vested in RBI, conferred under section 47A(1)(c) read with sections 46(4)(i) and 56 of the BR Act.

Premature redemption under Sovereign Gold Bond (SGB) Scheme- Redemption Price for premature redemption due on July 26, 2024 (Series II of SGB 2017-18)

In terms of GOI Notification F. No. 4(20) - W&M/2017 dated July 06, 2017 (SGB 2017-18 Series II-Issue date July 28, 2017) on Sovereign Gold Bond Scheme, premature redemption of Gold Bond may be permitted after fifth year from the date of issue of such Gold Bond on the date on which interest is payable. Accordingly, the next due date of premature redemption of the above tranche shall be July 26, 2024 (July 27 and 28 being non-working Saturday and Sunday respectively). 

In terms of GOI Notification F. No. 4(20) - W&M/2017 dated July 06, 2017 (SGB 2017-18 Series II-Issue date July 28, 2017) on Sovereign Gold Bond Scheme, premature redemption of Gold Bond may be permitted after fifth year from the date of issue of such Gold Bond on the date on which interest is payable. Accordingly, the next due date of premature redemption of the above tranche shall be July 26, 2024 (July 27 and 28 being non-working Saturday and Sunday respectively).

Reserve Bank of India clarifies on impact of outage in Microsoft Services on its Regulated Entities

Large scale outage in Microsoft Services is impacting IT systems globally leading to disruptions in various sectors. The Reserve Bank has made an assessment of the impact of this outage on its Regulated Entities. Critical systems of most banks are not in cloud and further, only a few banks are using the CrowdStrike tool. Our assessment shows that only 10 banks and NBFCs had minor disruptions which have either been resolved or are being resolved. Overall, the Indian financial sector in the Reserve Bank’s domain remains insulated from the global outage. The Reserve Bank has issued an Advisory today to its Regulated Entities for taking necessary steps to remain alert and ensure operational resilience and continuity.

RBI imposes monetary penalty on Muthoot Finance Limited

The Reserve Bank of India (RBI) has, by an order dated July 15, 2024, imposed a monetary penalty of ₹1,90,000/- (Rupees One Lakh Ninety Thousand only) on Muthoot Finance Limited (the company) for non-compliance with certain provision of ‘Know Your Customer (KYC) Directions, 2016’ issued by RBI. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of clause (b) of sub-section (1) of section 58G read with clause (aa) of sub-section (5) of section 58B of the Reserve Bank of India Act, 1934.
