It is hereby notified for information of the public that in exercise of powers vested in it under sub section (1) of Section 35 A read with Section 56 of the Banking Regulation Act, 1949, the Reserve Bank of India (RBI) vide Directive Ref. No. CO.DOS.SED.No. S1580/12-22-321/2025-2026 dated May 28, 2025, has issued certain Directions to The YASHWANT CO-OPERATIVE BANK Ltd., Phaltan, (“the bank”), whereby, as from the close of business on May 29, 2025, the bank shall not, without prior approval of RBI in writing, grant or renew any loans and advances, make any investment, incur any liability including borrowal of funds and acceptance of fresh deposits, disburse or agree to disburse any payment whether in discharge of its liabilities and obligations or otherwise, enter into any compromise or arrangement and sell, transfer or otherwise dispose of any of its properties or assets except as notified in the RBI Direction dated May 28, 2025, a copy of which has been directed to be displayed on the bank's website / premises for perusal by interested members of the public. Considering the bank's present liquidity position, the bank has been directed not to allow withdrawal of any amount from savings bank or current accounts or any other account of a depositor but is allowed to set off loans against deposits subject to the conditions stated in the above RBI Directions. The bank may incur expenditure in respect of certain essential items such as salaries of employees, rent, electricity bills, etc., as specified in the said Directions.

The Banking Regulation (Amendment) Act, 2020 has enabled certain capital related provisions such as issuance of special shares, issuance of shares at a premium, etc., which are new to the co-operative banking sector. The Report of the Expert Committee on Primary (Urban) Co-operative Banks (the Expert Committee), chaired by Shri. N.S. Vishwanathan, former Deputy Governor, RBI, had provided broad guiding principles on these provisions through its recommendations. Thereafter, a Working Group was constituted in RBI to inter alia operationalise the recommendations of the Expert Committee on these newly enabled capital related provisions.

The Reserve Bank of India (RBI), vide order dated May 19, 2025, has cancelled the licence of “HCBL Co-operative Bank Ltd., Lucknow”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on May 19, 2025. The Commissioner and Registrar of Cooperative, Uttar Pradesh has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.
The Reserve Bank of India (RBI), vide order dated May 19, 2025, has cancelled the licence of “HCBL Co-operative Bank Ltd., Lucknow”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on May 19, 2025. The Commissioner and Registrar of Cooperative, Uttar Pradesh has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.
The Reserve Bank had, on December 19, 2023, issued guidelines relating to investment by the regulated entities (REs) in Alternative Investment Funds (AIFs), with the objective of addressing certain concerns relating to possible evergreening through this route. The Reserve Bank of India had issued Directions under Section 35A read with Section 56 of the Banking Regulation Act, 1949 to Padmashri Dr. Vithalrao Vikhe Patil Co-operative Bank Ltd., Nashik, Maharashtra vide Directive No. DCBS.CO.BSD-I/D-7/12.22.395/2017-18 dated May 18, 2018 for a period of six months up to the close of business on November 18, 2018. The same were modified from time to time and were last extended up to the close of business on May 17, 2025.

As part of the efforts to consolidate various regulatory instructions and streamline them, consolidated directions on the subject have been prepared and issued as the Reserve Bank of India (Digital Lending) Directions, 2025 today. 2. The Reserve Bank of India is satisfied that in the public interest, it is necessary to further extend the period of operation of the Directive beyond April 27, 2025.
The Reserve Bank of India issued Directions under Section 35A read with Section 56 of the Banking Regulation Act, 1949, to Indian Mercantile Co-operative Bank Limited (IMCBL), Lucknow vide Directive DOS.CO.OCCD.185569/12.28.007/2021-22 dated January 28, 2022 for a period of six months upto July 27, 2022, as modified from time to time, which were last extended upto April 27, 2025 vide Directive DOR.MON/D-94/12.28.007/2024-25 dated January 16, 2025. The Reserve Bank of India is satisfied that in the public interest, it is necessary to further extend the period of operation of the Directive beyond April 27, 2025.
The Reserve Bank of India, vide directive CO.DOS.SED.No.S592/45-11-001/2024-25 dated April 23, 2024, had placed the Konark Urban Co-operative Bank Ltd., Ulhasnagar, under Directions from the close of business on April 23, 2024, for a period of six months. The validity of the directions was extended from time-to-time, the last being up to April 23, 2025.
The Reserve Bank of India, vide directive CO.DOS.SED.No.S592/45-11-001/2024-25 dated April 23, 2024, had placed the Konark Urban Co-operative Bank Ltd., Ulhasnagar, under Directions from the close of business on April 23, 2024, for a period of six months. Consequently, the bank ceases to carry on banking business with effect from the close of business on April 16, 2025. Registrar of Cooperative Societies, Gujarat has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

No. S370/45-11-001/2024-2025 dated April 15, 2024, had placed Sarvodaya Co-operative Bank Ltd., Mumbai under Directions for a period of six months up to the close of business on October 15, 2024, which was modified from time to time and was last extended up to close of business on April 15, 2025.
The Reserve Bank is committed to achieving end-to-end digitization of all internal workflows involved in regulatory approval processes to enhance efficiency, transparency, and timeliness in service delivery. To this end, the Reserve Bank had launched PRAVAAH (Platform for Regulatory Application, Validation And AutHorisation) portal on May 28, 2024 to streamline online applications for regulatory authorisations, licenses, and approvals ensuring seamless, secure and faster delivery of services in a transparent manner.
