The Banking Regulation (Amendment) Act, 2020 has enabled certain capital related provisions such as issuance of special shares, issuance of shares at a premium, etc., which are new to the co-operative banking sector. The Report of the Expert Committee on Primary (Urban) Co-operative Banks (the Expert Committee), chaired by Shri. N.S. Vishwanathan, former Deputy Governor, RBI, had provided broad guiding principles on these provisions through its recommendations. Thereafter, a Working Group was constituted in RBI to inter alia operationalise the recommendations of the Expert Committee on these newly enabled capital related provisions.
The Reserve Bank of India (RBI) has, by an order dated May 20, 2025, imposed a monetary penalty of ₹10,000/- (Rupees Ten Thousand only) on The Aska Central Co-operative Bank Ltd., Aska, Odisha (the bank) for non-compliance with certain directions issued by RBI on ‘Membership of Credit Information Companies (CICs) by Co-operative Banks’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 25(1)(iii) read with Section 23(4) of the Credit Information Companies (Regulation) Act, 2005.

Today, the Reserve Bank released the May 2025 issue of its monthly Bulletin. The Bulletin includes two speeches, four articles and current statistics. The four articles are: I. State of the Economy; II. Economic Activity and Banknotes: New Approaches; III. Digital Footprints: Decoding India’s Inbound Tourism through Internet Searches; and IV. Impact of Weather Anomalies on Vegetable Prices in India.
The Reserve Bank of India issued Directions under Section 35A read with Section 56 of the Banking Regulation Act, 1949 to Shimsha Sahakara Bank Niyamitha, Maddur, Mandya District vide Directive BLR.DOS.SSMS.No.S2174/12-08-295/2022-23 dated February 23, 2023, for a period of six months up to August 24, 2023, as modified from time to time, which were last extended up to close of business on May 24, 2025 vide Directive DOR.MON/D-73/12.23.292/2024-25 dated November 21, 2024. The Reserve Bank of India is satisfied that in the public interest, it is necessary to further extend the period of operation of the Directive beyond May 24, 2025.

The Reserve Bank of India (RBI), vide order dated May 19, 2025, has cancelled the licence of “HCBL Co-operative Bank Ltd., Lucknow”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on May 19, 2025. The Commissioner and Registrar of Cooperative, Uttar Pradesh has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.
