| 31 अक्तूबर 2023 भारतीय उद्योग में विदेशी सहयोग संबंधी सर्वेक्षण: 2021-2023 – जारी आंकड़े आज, रिज़र्व बैंक ने वित्तीय वर्ष 2021-22 और 2022-23 को शामिल करते हुए भारतीय उद्योग में विदेशी सहयोग (एफ़सीएस) संबंधी अपने द्विवार्षिक सर्वेक्षण के चौदहवें दौर के परिणाम1 जारी किए। यह सर्वेक्षण संलग्न अनुसूची के अनुसार, संदर्भ अवधि के दौरान विदेशी कंपनियों के साथ तकनीकी सहयोग करने वाली भारतीय कंपनियों के वित्तीय मापदंडों और परिचालन से संबंधित जानकारी प्राप्त करता है। नवीनतम सर्वेक्षण दौर में भाग लेने वाली 709 भारतीय संस्थाओं में से, 356 संस्थाओं द्वारा 674 विदेशी तकनीकी सहयोग (एफटीसी) समझौतों की सूचना दी गई थी, जिनमें से 221 ने पिछले सर्वेक्षण दौर में भी प्रतिक्रिया दी थी। मुख्य बातें:

एफटीसी में प्रत्यक्ष विदेशी निवेश (एफडीआई) कंपनियों का भारी बहुमत है: विदेशी सहायक कंपनियां (अर्थात्, एकल विदेशी निवेशक के पास कुल इक्विटी का 50 प्रतिशत से अधिक हिस्सा है) और विदेशी सहयोगी कंपनियां (अर्थात्, विदेशी निवेशकों की इक्विटी हिस्सेदारी 10-50 प्रतिशत के बीच है) ने क्रमशः 71 प्रतिशत और 18 प्रतिशत एफटीसी समझौतों की सूचना दी (तालिका 1)।

आर्थिक क्षेत्रों में, कुल रिपोर्ट किए गए एफटीसी में विनिर्माण और सेवा क्षेत्रों की हिस्सेदारी क्रमशः 78 प्रतिशत और 17 प्रतिशत थी; विनिर्माण क्षेत्र में, मशीनरी, परिवहन उपकरण, रसायन और रासायनिक उत्पाद का कुल मिलाकर 40 प्रतिशत से अधिक की हिस्सेदारी है (तालिका 2)।

सर्वेक्षण उत्तरदाताओं के अनुसार, जापान, संयुक्त राज्य अमेरिका (यूएसए) और जर्मनी प्रौद्योगिकी अंतरण के लिए शीर्ष तीन स्रोत देश बने रहे (तालिका 3)।

दो-तिहाई से अधिक एफटीसी समझौतों में, विदेशी सहयोगियों द्वारा ट्रेडमार्क/ ब्रांड नामों का प्रौद्योगिकी ज्ञान अंतरण या उपयोग शामिल है (तालिका 4)।

70 प्रतिशत से अधिक एफटीसी के लिए रॉयल्टी भुगतान का तरीका भुगतान वाला था, कुछ में एकमुश्त तकनीकी शुल्क के लिए अतिरिक्त प्रावधान थे (तालिका 5)।

रिपोर्ट किए गए 674 एफटीसी समझौतों में से 198 में निर्यात प्रतिबंध खंड थे और 217 में समझौते के अंतर्गत अंतरित संपत्तियों पर विशेषाधिकार प्रावधान था (तालिका 6 और 8)।

साझेदार देशों के संदर्भ में, जापान के साथ तकनीकी सहयोग में अधिकतम निर्यात प्रतिबंध खंड शामिल किए गए हैं, इसके बाद प्रौद्योगिकी अंतरण के स्रोत देशों में संयुक्त राज्य अमेरिका और जर्मनी हैं (तालिका 7)।

मोटर वाहन क्षेत्रों के लिए एफटीसी समझौते वाली कंपनियों की एफटीसी कंपनियों के कुल उत्पादन में सबसे अधिक हिस्सेदारी थी; मोटर वाहन क्षेत्र में 2022-23 के दौरान 28.4 प्रतिशत उत्पादन वृद्धि दर्ज की गई, जबकि सभी एफटीसी कंपनियों द्वारा 24.3 प्रतिशत वृद्धि दर्ज की गई (तालिका 9)।

2022-23 में एफटीसी रिपोर्टिंग कंपनियों के निर्यात और आयात में क्रमशः 19.8 प्रतिशत और 26.5 प्रतिशत की वृद्धि हुई - उत्पादन के कुल मूल्य में उनकी क्रमशः 13.6 प्रतिशत और 24.0 प्रतिशत की हिस्सेदारी थी (तालिका 10 और 11)।

एफटीसी रिपोर्टिंग कंपनियों की औसत लाभप्रदता, जिसे नियोजित पूंजी की तुलना में सकल लाभ के अनुपात से मापा जाता है, वर्तमान सर्वेक्षण दौर में 10.5 प्रतिशत थी (तालिका 12)।
