The Reserve Bank of India (RBI) has, by an order dated November 19, 2024 imposed a monetary penalty of ₹61.40 lakh (Rupees Sixty-one lakh and forty thousand only) on RBL Bank Limited (the bank) for non-compliance with certain directions issued by RBI on ‘Know Your Customer’ . This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Section 46(4)(i) of the Banking Regulation Act, 1949.

As part of commemoration of the Reserve Bank of India’s 90th year since its establishment (RBI@90), a “High-Level Policy Conference of Central Banks from the Global South” was organised during November 21-22, 2024 in Mumbai. The theme of the conference was “Building Synergies” across the central banking fraternity of the Global South. This is the third international conference as part of several conferences and seminars being organised by the Reserve Bank of India during the year. The previous two international conferences on the themes ‘Digital Public Infrastructure and Emerging Technologies’ and Central Banking at Crossroads’ were organised in Bengaluru and New Delhi in the months of August and October 2024, respectively.

The Reserve Bank of India (RBI) and the Maldives Monetary Authority (MMA) signed a Memorandum of Understanding (MoU) today in Mumbai for establishing a framework to promote the use of local currencies viz., the Indian Rupee (INR) and the Maldivian Rufiyaa (MVR) for cross-border transactions. The MoU was signed by the Governor, Reserve Bank of India, Shri Shaktikanta Das and the Governor, Maldives Monetary Authority, Mr. Ahmed Munawar.

With a view to encourage original writings and research in Banking Hindi, Reserve Bank of India has launched a ‘Scheme for writing books originally in Hindi on Economics/Banking/Financial subjects. Under this scheme, working/retired Professors (Including Assistant and Associate Professor etc.) of Indian Universities (UGC recognized) are awarded three prizes of ₹1,25,000.00 (One lakh twenty-five thousand) each for writing books originally in Hindi on Economics/Banking/Financial subjects. Details of scheme are given in the annex. In terms of GOI Notification F.No.(25)–W&M /2017 dated October 06, 2017 (SGB 2017-18 Series VIII - Issue date November 20, 2017) on Sovereign Gold Bond Scheme, premature redemption of Gold Bond may be permitted after fifth year from the date of issue of such Gold Bond on the date on which interest is payable. Today, the Reserve Bank of India (RBI) released the Report on Municipal Finances. The Report with the theme “Own Sources of Revenue Generation in Municipal Corporations: Opportunities and Challenges” presents an analysis of the budgetary data for 232 municipal corporations (MCs), which covers more than 90 per cent of total MCs in the country. It may be recalled that the Reserve Bank had released its maiden Report on Municipal Finances in November 2022 followed by a study on the Finances of Panchayati Raj Institutions in January 2024.

In terms of GOI Notifications F. No. 4(25) – W&M /2017 dated October 06, 2017 (SGB 2017-18 Series VII - Issue date November 13, 2017) and F. No. 4(22) –B(W&M) /2018 dated October 08, 2018 (SGB 2018-19 Series III-Issue date November 13, 2018) on Sovereign Gold Bond Scheme, premature redemption of Gold Bond may be permitted after fifth year from the date of issue of such Gold Bond on the date on which interest is payable. The Reserve Bank of India (RBI), vide order dated November 08, 2024, has cancelled the licence of “The Durga Co-operative Urban Bank Ltd., Vijayawada”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on November 12, 2024. The Commissioner for Cooperation and Registrar of Cooperative Societies, Andhra Pradesh has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

In consultation with the Government of India and SEBI, the Reserve Bank of India has finalised an operational framework for reclassification of Foreign Portfolio Investment made by Foreign Portfolio Investors (FPI) to Foreign Direct Investment (FDI) under Foreign Exchange Management (Non-debt Instruments) Rules, 2019 in case of any breach of the investment limit by the FPIs concerned. This would further enhance the ease of doing business in India.

In terms of GOI Notification F.No.4(16)-W&M/2016 dated October 20, 2016 (SGB 2016-17 Series III - Issue date November 17, 2016) on Sovereign Gold Bond Scheme, the Gold Bond shall be repayable on the expiration of eight years from the date of issue of the Gold Bonds.
