The Reserve Bank of India issued Directions under Section 35A read with Section 56 of the Banking Regulation Act, 1949 to Sri Guru Raghavendra Sahakara Bank Niyamitha, Bengaluru, Karnataka vide Directive DOS.CO.UCB.BSD-III.D-2/12.23.283/2019-20 dated January 02, 2020, for a period of six months up to July 10, 2020, as modified from time to time, which were last extended up to the close of business on May 10, 2024 vide Directive DOR.MON/D-122/12.23.283/2023-24 dated February 05, 2024. The Reserve Bank of India is satisfied that in the public interest, it is necessary to further extend the period of operation of the Directive beyond May 10, 2024.

The Reserve Bank of India (RBI) has, by an order dated April 09, 2024, imposed a monetary penalty of ₹1,50,000/- (Rupees One lakh Fifty Thousand only) on Odisha Gramya Bank (the bank) for non-compliance with the directions issued by RBI on ‘Strengthening of Prudential Norms - Provisioning, Asset Classification and Exposure Limit’ and ‘Regional Rural Banks - Income Recognition, Asset Classification and Provisioning Norms - Non-Performing Assets (NPAs)’.

As announced in the Statement on Developmental and Regulatory Policies dated October 06, 2023, with a view to strengthen the extant regulatory framework governing project finance and to harmonise the instructions across all regulated entities, the Reserve Bank of India today released the draft Direction on the prudential framework applicable to financing of project loans. Given the complexities involved in project finance, the revised guidelines seek to provide an enabling framework for the regulated entities for financing of project loans, while addressing the underlying risks. The Comments on the draft Direction are invited from public/stakeholders by June 15, 2024.

Accordingly, the next due date of premature redemption of the above tranche shall be May 10, 2024 (May 11 and 12 being non-working Saturday and Sunday respectively).

The Paper is co-authored by Amar Nath Yadav, Vivek Kumar, Alok Kumar Chakrawal and Jyoti Kumari.

This Guidance Note aligns the Reserve Bank of India’s regulatory guidance with the Basel Committee on Banking Supervision (BCBS) Principles, viz., (a) ‘Revisions to the Principles for the Sound Management of Operational Risk’ and (b) ‘Principles for Operational Resilience’ (both issued in March 2021), while adopting the global best practices including those on operational resilience.

Credit to industry grew by 8.5 per cent (y-o-y) in March 2024 as compared with 5.6 per cent in March 2023. Among major industries, growth in credit (y-o-y) to ‘chemicals & chemical products’, ‘food processing’, and ‘infrastructure’ accelerated in March 2024 as compared with the corresponding month of the previous year, while that to ‘basic metal & metal products’ moderated. Credit growth to services sector improved to 20.2 per cent (y-o-y) in March 2024 (from 19.6 per cent a year ago), with higher growth in credit to ‘transport operators’ and ‘commercial real estate’. Credit growth to ‘non-banking financial companies (NBFCs)’ and ‘trade’, however, decelerated in March 2024 as compared with March 2023.
