17 अप्रैल 2020 भारतीय प्रत्यक्ष निवेश संस्थाओं की विदेशी देयताओं और परिसंपत्तियों संबंधी गणना, 2018-19 – जारी आंकड़े आज, रिज़र्व बैंक ने भारतीय प्रत्यक्ष निवेश (डीआई) संस्थाओं की विदेशी देयताओं और परिसंपत्तियों (एफ़एलए) संबंधी वार्षिक गणना के 2018-19 दौर के अनंतिम परिणामों को जारी किया, जिसमें भारत में विदेशी प्रत्यक्ष निवेश (एफ़डीआई) और / या समुद्र पारीय प्रत्यक्ष निवेश (ओडीआई) के कारण उत्पन्न सीमा-पारीय देयताएँ और परिसंपत्तियाँ शामिल हैं। रिपोर्टिंग संस्थाओं में कंपनियां, सीमित देयता भागीदारी (एलएलपी), वैकल्पिक निवेश कोष (एआईएफ) और साझेदारी फर्म शामिल हैं। नवीनतम गणना के दौर में अपनी प्रतिकृया देने वाले 28,004 संस्थाओं में से 25,009 के मार्च 2019 के अपनी बैलेंस शीट में एफडीआई / ओडीआई था। इनमें से, 18,110 संस्थाओं ने पिछले गणना दौर में और 6,899 ने पहली बार रिपोर्ट किया; पिछले दौर की 2,622 संस्थाओं ने नवीनतम दौर में रिपोर्ट नहीं किया। सकल स्तर पर, आवक डीआई कंपनियों में विदेशी इक्विटी भागीदारी उच्च थी क्योंकि उनमें से तीन-चौथाई विदेशी कंपनियों की सहायक थीं (अर्थात, एकल विदेशी निवेशक जो कुल इक्विटी का 50 प्रतिशत से अधिक हिस्सा रखते थे)। गणना में (ए) एफडीआई, ओडीआई और अन्य निवेशों के कारण उत्पन्न भारतीय डीआई कंपनियों की विदेशी देयताओं और परिसंपत्तियों के बाजार मूल्य; और (बी) अन्य व्यावसायिक मापदंडों (गतिविधि क्षेत्र, बिक्री, खरीद, निर्यात और आयात) पर व्यापक जानकारी शामिल होती है। यह ध्यान रखना महत्वपूर्ण है कि बकाया परिसंपत्ति / देयताओं में परिवर्तन वर्ष के दौरान भुगतान संतुलन (बीओपी) सांख्यिकी में दर्ज प्रवाह से अलग होगा, क्योंकि पूर्व में मूल्य, विनिमय दर परिवर्तन और अन्य परिवर्तनों के कारण मूल्यांकन परिवर्तन भी शामिल होंगे। प्रमुख निष्कर्ष:

डीआई संस्थाओं के 96 प्रतिशत से अधिक गैर-सूचीबद्ध थे और उनके पास सूचीबद्ध कंपनियों (तालिका 1 और तालिका 2ए) के प्रतिकूल कुल इक्विटी पूंजी में विदेशी इक्विटी हिस्सेदारी अधिक थी।

गैर-वित्तीय एफडीआई कंपनियों की कुल चुकता पूंजी में एफडीआई इक्विटी की हिस्सेदारी लगभग 80 प्रतिशत है; वित्तीय एफडीआई कंपनियों की एफडीआई इक्विटी भागीदारी लगभग 68 प्रतिशत (तालिका 2बी) के आसपास तक कम थी।

2018-19 के दौरान बाजार मूल्य पर भारत में कुल एफडीआई 13.2 प्रतिशत (रुपये के संदर्भ में) की वृद्धि हुई और मार्च 2019 के अंत में ₹32,92,902 करोड़ (476.1 बिलियन अमेरिकी डॉलर) रही। इसी समय कुल ओडीआई भी 13.2 प्रतिशत (बाजार मूल्य के संदर्भ में) बढ़कर ₹5,92,930 करोड़ (85.7 बिलियन अमेरिकी डॉलर) हो गया (तालिका 3)। बाजार मूल्य पर बाहरी निवेश के लिए आवक और जावक का अनुपात 5.6 प्रतिशत रहा।

एफडीआई का लगभग 94.8 प्रतिशत और ओडीआई का 77.5 प्रतिशत इक्विटी भागीदारी में शामिल था। तथापि, ओडीआई और एफडीआई दोनों के लिए, 2018-19 के दौरान इक्विटी वृद्धि ऋण की तुलना में कम थी।

व्यापार ऋण में वृद्धि के कारण 2018-19 के दौरान डीआई संस्थाओं की अन्य निवेश देयताएं काफी बढ़ गई (सारणी 4)।

यूएस ने मॉरीशस को भारत में एफडीआई के सबसे बड़े स्रोत के रूप में विस्थापित किया (बाजार मूल्य पर 17.8 प्रतिशत हिस्सा), इसके बाद यूके, मॉरीशस, सिंगापुर और जापान का स्थान रहा (सारणी 5)।

भारतीय कंपनियों द्वारा सिंगापुर (बाजार मूल्य पर 17.8 प्रतिशत हिस्सा) निवेश का सबसे बड़ा गंतव्य था, उसके बाद नीदरलैंड, अमेरिका और मॉरीशस थे (सारणी 6)।

एफडीआई इक्विटी पूंजी (अंकित मूल्य) के साथ-साथ बाजार मूल्य पर कुल एफडीआई में विनिर्माण क्षेत्र की प्रमुख हिस्सेदारी थी; ‘सूचना और संचार सेवाएं’ और ‘वित्तीय और बीमा गतिविधियां’ एफडीआई के अन्य प्रमुख आदाता थे (सारणी 7 और 8)।

2018-19 के दौरान भारत में विदेशी सहायक कंपनियों की कुल बिक्री (निर्यात सहित) 17.0 प्रतिशत बढ़ी, जबकि उनकी कुल खरीद (आयात सहित) में 20.1 प्रतिशत की वृद्धि हुई (सारणी 9ए और 9बी)।

2018-2019 के दौरान भारत में विदेशी सहायक कंपनियों की कुल बिक्री में निर्यात का हिस्सा 38.8 प्रतिशत था जिसके प्रतिकूल कुल खरीद में आयात का हिस्सा 38.8 प्रतिशत था (सारणी 9सी और 9डी)। सूचना और संचार सेवाओं में विदेशी सहायक कंपनियों ने निर्यात में महत्वपूर्ण योगदान दिया।

2018-2019 के दौरान भारतीय कंपनियों की विदेशी सहायक कंपनियों की कुल बिक्री (निर्यात सहित) 15.5 प्रतिशत बढ़ी, जबकि उनकी कुल खरीद (आयात सहित) में 16.1 प्रतिशत की वृद्धि हुई (सारणी 10ए और 10बी)।

भारतीय कंपनियों की विदेशी सहायक कंपनियों के मामले में, 2018-19 के दौरान उनकी कुल खरीद (63.4 प्रतिशत) में आयात की हिस्सेदारी कुल बिक्री (45.0 प्रतिशत) में उनके निर्यात से काफी अधिक थी (सारणी 10सी और 10डी)।

भारतीय कंपनियों की विदेशी सहायक कंपनियों (77.8 प्रतिशत) की खरीद-बिक्री के अनुपात में अंतर के प्रतिकूल भारत में विदेशी सहायक कंपनियों (65.7 प्रतिशत) के लिए उनके फोकस क्षेत्रों, बाजारों के स्वरूप और मूल्यवर्धन के तरीकों में विचलन को दर्शाती है।
