22 सितंबर 2022 भारतीय प्रत्यक्ष निवेश संस्थाओं की विदेशी देयताओं और
परिसंपत्तियों संबंधी गणना, 2021-22 - जारी आंकड़े आज, रिज़र्व बैंक ने विदेशी देयताओं और परिसंपत्तियों (एफ़एलए) संबंधी वार्षिक गणना के 2021-221 दौर के अनंतिम परिणामों को जारी किया, जिसमें आवक/जावक प्रत्यक्ष निवेश (डीआई) संस्थाओं की सीमापारीय देयताएँ और परिसंपत्तियाँ शामिल हैं। इन संस्थाओं में कंपनियां, सीमित देयता भागीदारियाँ (एलएलपी), वैकल्पिक निवेश कोष (एआईएफ) और साझेदारी फर्म शामिल हैं। नवीनतम गणना के दौर में प्रतिक्रिया देने वाली 34,079 संस्थाओं में से, 30,754 ने मार्च 2022 की समाप्ति पर अपने तुलन पत्र में प्रत्यक्ष विदेशी निवेश (एफ़डीआई) और/या प्रत्यक्ष समुद्रपारीय निवेश (ओडीआई) रिपोर्ट किया। इन संस्थाओं में से, 26,670 ने पिछले गणना दौर में भी रिपोर्ट किया था और 4,084 ने वर्तमान दौर में नई रिपोर्टिंग की। आवक प्रत्यक्ष निवेश की रिपोर्ट करने वाली तीन-चौथाई से अधिक कंपनियां विदेशी कंपनियों की सहायक कंपनियां थीं (अर्थात, कुल एफडीआई इक्विटी का 50 प्रतिशत से अधिक रखने वाला एकल विदेशी निवेशक)। गणना में (क) सीमापारीय प्रत्यक्ष निवेश और अन्य निवेश के कारण उत्पन्न भारतीय डीआई संस्थाओं की विदेशी देयताओं और आस्तियों के बाजार मूल्य; और (ख) अन्य कारोबारी मापदंडों (गतिविधि क्षेत्र, बिक्री, खरीद, निर्यात और आयात) पर व्यापक जानकारी शामिल होती है। एक वित्तीय वर्ष की शुरुआत और समाप्ति के बीच बकाया आस्ति / देयताओं में घट-बढ़, वर्ष के दौरान भारत की भुगतान संतुलन (बीओपी) सांख्यिकी में दर्ज प्रवाह से अलग होगी, क्योंकि पूर्व में मूल्य और विनिमय दर परिवर्तन के कारण मूल्यांकन परिवर्तन भी शामिल होंगे। मुख्य निष्कर्ष:

लगभग 97 प्रतिशत प्रतिक्रिया देने वाली संस्थाएं गैर-सूचीबद्ध थीं: उनकी भारत में एफडीआई इक्विटी पूंजी के बड़े हिस्से में हिस्सेदारी थी (तालिका 1 और 2ए)।

गैर-वित्तीय कंपनियों ने अधिकांश एफडीआई इक्विटी (अंकित मूल्य पर) प्राप्त करना जारी रखा (तालिका 2बी)।

2021-22 के दौरान, भारत में एफडीआई के बाजार मूल्य में रुपये के संदर्भ में 17.3 प्रतिशत की वृद्धि हुई; सूचीबद्ध और गैर-सूचीबद्ध2 कंपनियों के लिए एफडीआई में क्रमशः 17.0 प्रतिशत और 17.7 प्रतिशत की वृद्धि हुई (तालिका 3ए)।

चूंकि एफडीआई के बाजार मूल्य में ओडीआई की तुलना में अधिक वृद्धि हुई, मार्च 2022 में आवक और जावक प्रत्यक्ष निवेश का अनुपात बढ़कर 6.3 गुना हो गया, जबकि एक वर्ष पहले यह 5.6 गुना और दो वर्ष पहले 4.7 गुना था (तालिका 3बी)।

अन्य निवेश देयताएं {अर्थात, व्यापार ऋण, ऋण, मुद्रा और जमा और अन्य, असंबंधित (तृतीय पक्ष) अनिवासी संस्थाओं के साथ देय} में 2021-22 के दौरान वृद्धि दर्ज की गई और संबंधित समुद्रपारीय आस्तियों में ऐसी देयताओं का 44.2 प्रतिशत शामिल था (तालिका 4)।

मॉरीशस, संयुक्त राज्य अमेरिका, सिंगापुर और यूनाइटेड किंगडम का कुल मिलकर भारत में एफडीआई का 60 प्रतिशत से अधिक हिस्सा रहा। ओडीआई के मामले में, सिंगापुर सबसे लोकप्रिय गंतव्य बना रहा जिसके बाद संयुक्त राज्य अमेरिका और नीदरलैंड रहे (तालिका 5 और 6)।

विनिर्माण क्षेत्र की बाजार मूल्य के साथ-साथ अंकित मूल्य दोनों पर एफडीआई इक्विटी में सबसे अधिक हिस्सेदारी रही (तालिका 7 और 8)।

सेवा क्षेत्र में, 'सूचना और संचार' तथा 'वित्तीय और बीमा गतिविधियों' ने एफडीआई का एक बड़ा हिस्सा प्राप्त किया (तालिका 8)।

भारत में विदेशी सहायक संस्थाओं की बिक्री और खरीद में 2021-22 के दौरान रुपये के संदर्भ में क्रमशः 31.0 प्रतिशत और 37.3 प्रतिशत की वृद्धि हुई (तालिका 9ए और 9बी)।

भारत में विदेशी सहायक कंपनियों ने मजबूत बाह्य व्यापार संपर्क बनाए रखा: निर्यात और आयात क्रमशः उनकी बिक्री और खरीद का लगभग एक तिहाई था। 'सूचना और संचार' क्षेत्र में सबसे अधिक निर्यात गहनता थी (कुल बिक्री में 74.2 प्रतिशत हिस्सेदारी) (तालिका 9ए से 9डी)।

भारतीय कंपनियों की विदेशी सहायक कंपनियों ने रुपये के संदर्भ में 2021-22 के दौरान कारोबार में 40 प्रतिशत से अधिक का विस्तार दर्ज किया। वे बहिर्मुखी भी बनीं रहीं और उनका निर्यात-से-बिक्री और आयात-से-खरीद अनुपात 2021-22 के दौरान क्रमशः 50.1 प्रतिशत और 61.5 प्रतिशत रहा। (तालिका 10ए से 10डी)।

भारत में विदेशी सहायक कंपनियों (74.0 प्रतिशत) की तुलना में भारतीय कंपनियों की समुद्रपारीय सहायक कंपनियों (82.8 प्रतिशत) के खरीद-से-बिक्री अनुपात में अंतर उनके फोकस क्षेत्रों, बाजारों की प्रकृति और मूल्य संवर्धन के स्वरूप में विचलन को दर्शाता है।
