भारतीय प्रत्यक्ष निवेश कंपनियों की विदेशी देयताओं और आस्तियों की गणना, 2015-16
संबंधी आंकड़ों का प्रकाशन
भारतीय रिज़र्व बैंक ने आज अपनी वेबसाइट पर वर्ष 2015-16 के लिए भारतीय प्रत्यक्ष निवेश कंपनियों की विदेशी देयताओं और आस्तियों की गणना से संबंधित आंकड़े जारी किए।
विदेशी देयताओं और आस्तियों (एफएलए) की वार्षिक गणना में उन भारतीय कंपनियों को कवर किया जाता है जो भारत में प्रत्यक्ष विदेशी निवेश (एफडीआई), उनका समुद्रपारीय प्रत्यक्ष निवेश (ओडीआई) और अन्य निवेशों के कारण उत्पन्न उनकी समुद्रपारीय देयताओं और आस्तियों पर सूचना प्रस्तुत करती हैं।
एफएलए के वर्ष 2015-16 के दौर में, 18549 रिपोर्टिंग करने वाली कंपनियों में से 17,008 कंपनियों के तुलन पत्र में मार्च 2016 में एफडीआई/ओडीआई था। इनमें से 649 कंपनियों में द्वि-दिशात्मक प्रत्यक्ष निवेश था, 14,383 कंपनियों ने केवल एफडीआई प्राप्त किया और 1,976 कंपनियों ने केवल ओडीआई प्राप्त किया। 15,032 कंपनियां जिन्होंने आवक प्रत्यक्ष निवेश की रिपोर्ट की, में से 10,794 कंपनियां विदेशी कंपनियां (अर्थात एकल विदेशी निवेश होल्डिंग कुल इक्विटी के 50 प्रतिशत से अधिक थी), भी अपनी बिक्री, खरीद, निर्यात और आयात पर जानकारी को भारत के लिए विदेशी सहयोगी संस्था व्यापार सांख्यिकी (एफएटीएस) के संकलन के उपयोग हेतु रिपोर्ट करती हैं। 2,625 ओडीआई रिपोर्ट करने वाली भारतीय कंपनियों में से 2,093 कंपनियों के पास 3,320 समुद्रपारीय सहायक संस्थाएं थी। चूंकि कुछ कंपनियों को अभी रिपोर्ट कर सकती हैं, इसलिए प्रस्तुत परिणाम अनंतिम हैं।
मुख्य निष्कर्ष:
• कवरेज़: प्रतिक्रिया देने वाली कंपनियों का एक बहुत बड़ा बहुमत असूचीबद्ध था और इन कंपनियों में से अधिकांश को केवल आवक एफडीआई ही प्राप्त हुई थी। मार्च 2016 में सूचीबद्ध कंपनियों (अंकित मूल्य पर ₹118.0 बिलियन) की तुलना में असूचीबद्ध कंपनियों में एफडीआई इक्विटी पूंजी (अंकित मूल्य पर ₹ 3,926.2 बिलियन) का एक बड़ा हिस्सा भी था। कुल विदेशी इक्विटी भागीदारी में गैर-वित्तीय कंपनियों की हिस्सेदारी वित्तीय कंपनियों (₹ 582.5 बिलियन) की तुलना में काफी अधिक (अंकित मूल्य पर ₹ 3,461.7 बिलियन) था। (सारणियां 1, 2क और 2ख)
• आवक/जावक प्रत्यक्ष निवेश: कुल आवक एफडीआई में कर्ज की तुलना में इक्विटी भागीदारी का काफी बड़ा हिस्सा (93.4 प्रतिशत) रहा जो मार्च 2016 (एक वर्ष पूर्व ₹ 5,637.0 बिलियन) में बाजार मूल्य (एक वर्ष पूर्व ₹ 5,637.0 बिलियन) पर ₹ 20,140.0 बिलियन था। ओडीआई के अंतर्गत भी, इक्विटी भागीदारी का बड़ा हिस्सा (80.5 प्रतिशत) रहा। जावक से आवक प्रत्यक्ष निवेश का अनुपात बाजार मूल्य पर इस अवधि में 28.5 प्रतिशत से मामूली बढ़कर 28.7 प्रतिशत हो गया। (सारणी 3)
• अन्य निवेश: अन्य निवेश देयताएं जिनमें ट्रेड क्रेडिट, ऋण, मुद्रा और जमाराशियां और असंबंधित (थर्ड पार्टी) अनिवासी संस्था को देय अन्य राशि मार्च 2016 (एक वर्ष पूर्व ₹ 12,333.1 बिलियन) में ₹ 12,640.8 बिलियन रहा। तदनुरुपी समुद्रपारीय आस्तियां ऐसी देयताओं का 35.1 प्रतिशत रहीं। (सारणी 4)
• आवक और जावक एफडीआई के स्रोत/लक्ष्य देश: एफडीआई के स्रोत देशों में मॉरीशस की हिस्सेदारी सबसे अधिक (20.8 प्रतिशत) रही जिसके बाद यूएसए (17.4 प्रतिशत), यूके (15.1 प्रतिशत), सिंगापुर (10.9 प्रतिशत) और जापान (8.0 प्रतिशत) रहे। भारतीय कंपनियों के ओडीआई का लक्ष्य मुख्य रूप से सिंगापुर (20.6 प्रतिशत), मॉरीशस (17.7 प्रतिशत), नीदरलैंड 14.0 प्रतिशत) और यूएसए (10.3 प्रतिशत) था। (सारणी 5 और 6)
• गतिविधि/क्षेत्र-वार आवक एफडीआई: विनिर्माण और सेवा क्षेत्र, दोनों ने विदेशी इक्विटी भागीदारी को आकर्षित किया। विनिर्माण और सेवा क्षेत्रों में बाजार मूल्य पर कुल एफडीआई स्टॉक मार्च 2016 (एक वर्ष पूर्व ₹ 10,208.1 बिलियन) में क्रमशः ₹ 1,006.3 बिलियन तथा ₹ 8,590.8 बिलियन रहा। जबकि विनिर्माण क्षेत्र में बाजार मूल्यों पर कुल एफडीआई का आधा हिस्सा रहा, सूचना और संचार सेवाएं (20.1 प्रतिशत) और वित्तीय तथा बीमा गतिविधियां (11.2 प्रतिशत) अन्य प्रमुख गतिविधियां रही जिन्होंने एफडीआई को आकर्षित किया। (सारणी 7 और 8)
• भारतीय कंपनियों की विदेशी सहायक कंपनियों की खरीद/ बिक्री : 2015-16 में विदेशी सहायक कंपनियों की कुल बिक्री, निर्यात सहित, 22.5 प्रतिशत से बढ़कर ₹ 3,301.1 बिलियन हुई। उनकी खरीद के कुल मूल्य, आयात सहित, 2015-16 में 44.7 प्रतिशत की वृद्धि होकर ₹ 3,150.7 हुए। उनकी खरीद से बिक्री का अनुपात 95.4 प्रतिशत था। कई कंपनियों ने प्रारंभिक अवस्था पर होने या अन्य कारणों से बिक्री/ खरीद रिपोर्ट नहीं की है। (सारणी 9ए और 9बी)
• भारतीय कंपनियों की विदेशी सहायक कंपनियों का आयात/निर्यात: 2015-16 में विदेशी सहायक कंपनियों का कुल निर्यात 0.5 प्रतिशत बढ़कर ₹ 988.2 बिलियन हुआ जबकि उनका कुल आयात 2015-16 में 10.5 प्रतिशत बढ़कर ₹ 1,188.3 बिलियन हुआ। 2015-16 में उनका निर्यात करने के लिए बिक्री और आयात करने के लिए खरीद अनुपात क्रमश: 29.9 प्रतिशत और 37.7 प्रतिशत रहा। (सारणी 9सी और 9डी)
• भारत में विदेशी सहायक कंपनियों की बिक्री/खरीद: 2015-16 में विदेशी सहायक कंपनियों की कुल बिक्री, निर्यात सहित 6.2 प्रतिशत बढ़कर ₹ 17,078.2 हुई जबकि उनकी खरीदी, आयात सहित, 5.5 प्रतिशत बढ़कर ₹ 10,812.2 बिलियन हुआ। उनका खरीद से बिक्री अनुपात लगभग 63.3 प्रतिशत था। (सारणी 10ए और 10बी)
• भारत में विदेशी सहायक कंपनियों का आयात/निर्यात: 2015-16 में विदेशी सहायक कंपनियों का कुल निर्यात 0.9 प्रतिशत बढ़कर ₹ 5,493.6 बिलियन हुआ। उनकी कुल बिक्री में निर्यात निर्मित शेयर 32.2.प्रतिशत था। ‘सूचना और संचार सेवा' क्षेत्र का बिक्री में 21.4 प्रतिशत का उच्चतम हिस्सा था, जिसमें से, 70.6 प्रतिशत निर्यात के माध्यम से था। 2015-16 में सहायक कंपनियों का कुल निर्यात 0.2 प्रतिशत से बढ़कर ₹ 4,614.2 हुआ।
• इन कंपनियों की कुल खरीद के आयात का हिसाब 42.7 प्रतिशत था।(सारणी 10सी और 10डी) गणना के निष्कर्षों का विश्लेषण करनेवाला एक लेख भारतीय रिजर्व बैंक बुलेटिन के जनवरी 2017 के अंक में प्रकाशित किया जा रहा है।
