RBI publishes Payment System Report, June 2025

The Reserve Bank has today published the half-yearly Payment System Report, June 2025. This report, in addition to analysing the trends in payment transactions carried out using various payment systems in India during the last six calendar years up to the first half of calendar year 2025, covers important developments in the payment ecosystem and an in-depth analysis of the Real Time Gross Settlement (RTGS) system.

The Reserve Bank has today published the half-yearly Payment System Report, June 2025. Constitution of the Payments Regulatory Board

The recent amendments to Section 3 of the Payment and Settlement Systems Act, 2007 (PSS Act, 2007) carried out, vide the Finance Act, 2017 came into effect from May 9, 2025, with issue of the Gazette Notification dated May 06, 2025, by Department of Financial Services, Government of India. With the notification, the erstwhile Board for Regulation and Supervision of Payment and Settlement Systems (BPSS), a committee of the Central Board of the Reserve Bank of India, has been replaced with the Payments Regulatory Board from May 9, 2025. 2. The Payments Regulatory Board has been constituted under Section 3 (2) of PSS Act, 2007 consisting of the following members:

RBI issues the Reserve Bank of India (Regulation of Payment Aggregators) Directions, 2025

Reserve Bank of India (RBI) has today issued Reserve Bank of India (Regulation of Payment Aggregators) Directions, 2025. RBI had issued draft directions on regulation of Payment Aggregators on April 16, 2024, for stakeholder comments. The draft directions proposed a framework for regulation of Payment Aggregators (PAs) that handle proximity / face-to-face payments. It also proposed certain changes to the extant directions to PAs. As part of the stakeholder consultation exercise, inputs were received from PAs, banks, other payment system providers, industry associations, law firms, individuals, etc. The inputs received were examined and suitably incorporated in the Directions.

Review of Citizen’s Charter of Reserve Bank of India

The various services offered by Reserve Bank of India (RBI) to the entities regulated by it and to the citizens of the country were listed under two distinct heads viz. Timelines for Regulatory Approvals and Citizens’ Charter. Under Regulatory Approvals 133 services were made available, while the Citizens’ Charter had 58 services. A comprehensive review of the services offered by RBI has been undertaken and the timelines have been rationalised leading to reduction of time in 11 services. All services to the regulated entities and to the citizens have been subsumed under the Citizen’s Charter. The Citizen’s Charter now contains 204 services.

Processing of Regulatory Authorisations/ Licenses/ Approvals through PRAVAAH

The Reserve Bank is committed to achieving end-to-end digitization of all internal workflows involved in regulatory approval processes to enhance efficiency, transparency, and timeliness in service delivery. To this end, the Reserve Bank had launched PRAVAAH (Platform for Regulatory Application, Validation And AutHorisation) portal on May 28, 2024 to streamline online applications for regulatory authorisations, licenses, and approvals ensuring seamless, secure and faster delivery of services in a transparent manner.

Digital Payments Awareness Week 2025

Governor, Reserve Bank of India (RBI) today inaugurated the 5th Digital Payments Awareness Week (DPAW). DPAW is an initiative to highlight the impact and importance of digital payments and to create awareness about safe usage of digital payment products. During the week, RBI, along with payment system operators, banks and other stakeholders, conducts nationwide awareness activities, including multimedia campaigns, on-ground educational programs and social media-based outreach.
