Consolidation of Regulations – Drafts for comments

The Reserve Bank has constantly endeavoured to optimise its regulatory framework with a focus inter alia on reducing the regulatory burden and compliance costs, apart from timely re-evaluation of the currency of existing instructions. Pursuant to the above, the Reserve Bank has undertaken a comprehensive exercise of consolidating the regulatory instructions currently administered by the Department of Regulation, on ‘as is’ basis. The existing universe of regulatory instructions issued up to October 9, 2025 have been consolidated into 238 Master Directions, across 11 types of regulated entities on up to 30 functions / areas. Consequently, approximately 9000 circulars (including Master Circulars / Master Directions) administered by the Department of Regulation will be repealed.

Underwriting Auction for sale of Government Securities for ₹28,000 crore on October 10, 2025

Government of India has announced the sale (re-issue) of Government Securities, as detailed below, through auctions to be held on October 10, 2025 (Friday). All-India House Price Index (HPI) from Q1:2022-23 to Q1:2025-26

Reserve Bank of India (RBI) compiles the House Price Index (HPI) on quarterly basis based on transaction-level data received from the registration authorities. Today, the Reserve Bank released its House Price Index (HPI) for Q1:2025-26 with new base year as 2022-23, covering eighteen major cities . Eight new cities viz., Hyderabad, Thiruvananthapuram, Pune, Ghaziabad, Thane, Gautam Buddha Nagar, Chandigarh and Nagpur, have been added to existing 10 cities in the new series with base year 2022-23. Time series data on all-India and city-wise HPIs are available at the Bank’s database on Indian economy (DBIE) portal (https://data.rbi.org.in/#/dbie/home> Statistics > Real Sector > Prices & Wages).

RBI appoints Shri Sanjay Kumar Hansda as new Executive Director

The Reserve Bank of India (RBI) has appointed Shri Sanjay Kumar Hansda as Executive Director (ED) with effect from March 03, 2025. Shri Hansda reported back to the Bank on October 06, 2025, on completion of his deputation as Senior Advisor to ED (India), International Monetary Fund (IMF). Prior to being promoted as ED, Shri Hansda was serving as Adviser, Department of Economic and Policy Research. He also served as Adviser, Monetary Policy Department, and as Officer-in-Charge/Director, Internal Debt Management Department. He had a stint as Analyst (financial stability), Bank of England, on a secondment from the RBI.

Directions under Section 35 A read with Section 56 of the Banking Regulation Act, 1949 – The Baghat Urban Co-operative Bank Ltd., Solan

It is hereby notified for information of the public that in exercise of powers vested in it under sub section (1) of Section 35 A read with Section 56 of the Banking Regulation Act, 1949, the Reserve Bank of India (RBI) vide Directive Ref. No. SML.DCBS.CRRB.No.S79/02-31-005/2025-2026 dated October 06, 2025, has issued certain Directions to The Baghat Urban Co-operative Bank Ltd., Solan, whereby, as from the close of business on October 08, 2025, the bank shall not, without prior approval of RBI in writing, grant or renew any loans and advances, make any investment, incur any liability including borrowal of funds and acceptance of fresh deposits, disburse or agree to disburse any payment whether in discharge of its liabilities and obligations or otherwise, enter into any compromise or arrangement and sell, transfer or otherwise dispose of any of its properties or assets except as notified in the RBI Direction dated October 06, 2025, a copy of which has been directed to be displayed on the bank's website / premises for perusal by interested members of the public. Considering the bank's current liquidity position, the bank has been directed to permit withdrawal of a sum not exceeding ₹10,000/- (Rupees Ten Thousand only) of the total balance held in savings bank or current accounts or any other account of a depositor but is allowed to set off loans against deposits subject to the conditions stated in the above RBI Directions. The bank may incur expenditure in respect of certain essential items such as salaries of employees, rent, electricity bills, etc., as specified in the said Directions.

No. NGP.DOS.SSM 2.No.S580/15-03-614/2025-2026 dated October 06, 2025, has issued certain Directions to Samarth Sahakari Bank Ltd., Solapur (“the bank”), whereby, as from the close of business on October 07, 2025, the bank shall not, without prior approval of RBI in writing, grant or renew any loans and advances, make any investment, incur any liability including borrowal of funds and acceptance of fresh deposits, disburse or agree to disburse any payment whether in discharge of its liabilities and obligations or otherwise, enter into any compromise or arrangement and sell, transfer or otherwise dispose of any of its properties or assets except as notified in the RBI Direction dated October 06, 2025, a copy of which has been directed to be displayed on the bank's website / premises for perusal by interested members of the public. Considering the bank's current liquidity position, the bank has been directed not to allow withdrawal of any amount from savings bank or current accounts or any other account of a depositor but is allowed to set off loans against deposits subject to the conditions stated in the above RBI Directions. The bank may incur expenditure in respect of certain essential items such as salaries of employees, rent, electricity bills, etc., as specified in the said Directions.

Access to FX-Retail Platform through Bharat Connect

The FX-Retail platform of the Clearcorp Dealing Systems (India) Ltd. (Clearcorp) has been linked with Bharat Bill Payment System (Bharat Connect). The linkage will enable individual customers maintaining bank accounts with participating banks to register and transact on the FX-Retail platform via enabled digital channels of participating banks and through Third Party Application Providers (TPAPs). For existing customers of FX-Retail, the linkage will provide another option to access the platform. A pilot on the linkage has been launched today at the Global Fintech Fest 2025 by Shri T. Rabi Sankar, Deputy Governor, Reserve Bank of India.

Rate of Interest on Government of India Floating Rate Bond 2028

The rate of interest on Government of India Floating Rate Bond 2028 (GOI FRB 2028) applicable for the half year October 04, 2025 to April 03, 2026 shall be 6.22 per cent per annum. It may be recalled that FRB 2028 carries a coupon, which has a base rate equivalent to the average of the Weighted Average Yield (WAY) of last three auctions (from the rate fixing day i.e., October 04, 2025) of 182 Day T-Bills, plus a fixed spread (0.64 per cent).

Reserve Bank launches ‘Scheme for Facilitating Accelerated Payout – Inoperative Accounts and Unclaimed Deposits’

The Reserve Bank through its public awareness initiatives, has been encouraging members of public to activate their inoperative accounts and claim their unclaimed deposits from the banks. In this endeavour, to encourage the banks to actively pursue customers/ depositors for re-activation of their inoperative accounts and return of their unclaimed amounts lying with Depositor Education and Awareness (DEA) Fund, the Reserve Bank of India today announced a ‘Scheme for Facilitating Accelerated Payout - Inoperative Accounts and Unclaimed Deposits’. The Scheme aims to reduce both the stock of existing unclaimed deposits and fresh accretion of flows to the DEA Fund. It will run for a period of one year, viz., October 01, 2025 to September 30, 2026.

Shri Shirish Chandra Murmu appointed as Deputy Governor, Reserve Bank of India

Government of India, vide its notification dated September 30, 2025, and in exercise of the powers conferred by clause (a) of sub-section (1) of section 8 of the Reserve Bank of India Act 1934, read with sub-section (4) of section 8 thereof, has appointed Shri Shirish Chandra Murmu, Executive Director as Deputy Governor of Reserve Bank of India for a period of three years from the date of joining the post on or after October 09, 2025 or until further orders, whichever is earlier.

RBI imposes monetary penalty on Indian Overseas Bank

The Reserve Bank of India (RBI) has, by an order dated September 29, 2025, imposed a monetary penalty of ₹31.80 lakh (Rupees Thirty One Lakh Eighty Thousand only) on Indian Overseas Bank (the bank) for non-compliance with certain directions issued by RBI on ‘Priority Sector Lending (PSL) – Targets and Classification’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 51(1) of the Banking Regulation Act, 1949.

India’s International Investment Position (IIP), June 2025

Today, the Reserve Bank released data relating to India’s International Investment Position for end-June 2025[1]. Key Features of India’s IIP in end-June 2025: • Net claims of non-residents on India declined by US$ 16.4 billion during Q1:2025-26 and stood at US$ 312.8 billion as at end-June 2025. It was mainly due to higher rise in Indian residents’ overseas financial assets (US$ 47.8 billion) as compared to the foreign-owned assets in India (US$ 31.4 billion) (Table 1).
